Ukrainian humanitarian response is unique for a few reasons which make it different from other crisis contexts. From a legal point of view, one of the key features is the existence of developed and structured legislation that defines the rules for provision of humanitarian and charitable assistance. Legislation is updating dynamically in response to the challenges of martial law, ensuring that the needs of the affected people are effectively addressed. This document aims to support humanitarian actors with clear and practical explanations of the legal aspects of providing cash assistance in Ukraine. The document is “live” and will be amended in accordance with any changes in the legislation or when needed.
