2024 IN SUMMARY

Ukraine remained the world’s largest cash response in 2024 with an estimated USD 668M delivered in support of people in need. This however represented a significant reduction compared to 2023 (USD 1.08Bn) and 2024 (USD 1.49Bn). Reasons link to funding limitations and a growth of the in-kind response assistance, mostly under basic needs. CVA, accounting for 49.6% of the total humanitarian response in 2022, reduced to 33.2% in 2023 and 24.5% in 2022. Over the same period, in-kind assistance increased from 30.1% to 49.2% of the response.

This trend also echos a large reduction in the use of multi-purpose cash assistance (MPC), from 49% of the humanitarian response in 2022 to 25% in 2023 and 11% in 2024. In 2024, a total of 24 CVA activities were implemented in Ukraine, with a diversified portfolio composed of 43.1% of MPC and 56.9% of sectoral CVA, including large winter components. Further fragmentation of the basic needs CVA response was observed in 2024, with 79.6% delivered as a single-transfer (MPC), against 99.4% in 2023 and 100% in 2022.
