RATIONALE

Following the escalation of conflict in Ukraine in 2022, health partners (including local actors) have played a major role in facilitating access to lifesaving health services as part of the health response. As of 2023, the number of Ukrainian NGOs engaged in these efforts increased to 93. Within the Health Cluster, there have been 154 local actors registered in the health response between February 2022 and October 2024.

These actors have often relied on funding through partnerships, grants, and in-kind donations to meet the needs of people requiring health assistance. Many health partners, particularly local ones, have voiced challenges to cluster leadership regarding resource mobilization and long-term strategic planning for the response. The Health Cluster has remained committed to strengthening the capacity of health actors in alignment with its 6+1 core functions and the Global Health Cluster’s guidance to enhance engagement with local actors. Recognizing the need to build capacity and equip partners—especially local ones—with the necessary skills to develop successful proposals, the Ukraine Health Cluster organized a training workshop with key health partners. This initiative aimed to support partners to align with the health strategy articulated in the 2024 Humanitarian Needs & Response Plan (HNRP) and enhance competitiveness in proposal development for the 2025 humanitarian programme cycle (HPC).

Objectives of the Workshop

The training workshop aimed to empower local partners to independently mobilize resources, and better meet donor requirements. Specifically, the objectives aimed;

  • To develop partner capacity on various aspects of proposal development.
  • To raise awareness on the importance of networking and establishment of a donor map.
  • To strengthen partner skills through group simulation exercises on specific aspects of the proposal development process.
