Since May 2022, the Ukraine humanitarian response has selected the “Building Blocks” (BB) system to coordinate collective assistance between the participating organizations by preventing unintended assistance overlap among them.
BB is a neutral humanitarian blockchain network 100% equally owned, operated, and governed by its members. However, due to the emergency nature of the Ukraine response, BB is being offered to the participating organizations with direct support from the World Food Programme (WFP). In the long run, and if they see the value in BB, the vision is for the participating organizations to become full BB members, set up their own independent infrastructure, and run their operations on BB directly.
BB enables participating organizations to compare their tentative assistance data (payment lists) with assistance already made available to the people served and, based on existing assistance and each organization’s approach, avail of several automated Unintended Assitiance Overlap Prevention (UAOP) functionalities to determine final payment instructions to financial service providers. The objective is to minimize unintended assistance overlap to ensure the most equitable allocation of the combined humanitarian resources.
