Accessible Funding for Women’s Rights Organizations in Ukraine [EN/UK]

INTRODUCTION

The Gender in Humanitarian Action Funding Taskforce1 was created in 2024 to pool evidence and expertise generated by members and to identify tangible action points towards improved funding and capacity support for women-led organizations (WLOs) and women's rights organizations (WROs) in Ukraine. Its outputs focus primarily on the humanitarian response, with attention to transitional funding streams linked to durable solutions, recovery and nexus planning. As research shows, WROs remain underfunded through the humanitarian response, and don't engage in large-scale meaningful humanitarian coordination due to the lack of resources and capacities.

The Taskforce Outputs follow recommendations from major thematic reports, including Rapid Gender Analyses, and localization efforts in the country. 4 main Outputs include:

1. Collecting evidence and streamlining advocacy towards humanitarian donors and coordination bodies.

2. Conducting a capacity exchange course for Ukrainian WROs.

3. Developing a list of recommendations for WROs' more inclusive, just and flexible funding.

4. Mapping of Ukrainian women-led organizations (WLOs) and WROs.

Additionally, the Taskforce coined a definition for WRO, reflecting the need to increase support to crisis-affected women and girls and prioritize gender transformative humanitarian approaches, which WLOs do not do by default. The definition ('Output 0') corresponds to the one endorsed by IASC in 2024. The Taskforce advocates its usage for targeting and tracking purposes.
