THE COUNTRY PROGRAMME

The 2016–2020 Country Programme of Cooperation between the Government of Uganda and UNICEF is guided by the United Nations Convention on the Rights of the Child, which Uganda ratified in 1990 and enshrined in the Constitution in 1996.

It is also informed by the Convention on the Elimination of All Forms of Discrimination Against Women, and other human rights treaties. The objectives and strategic approaches of the Country Programme are consistent with the Sustainable Development Goals, Uganda’s National Development Plan II and the Government of Uganda’s Vision 2040. The Country Programme is also aligned with the UNICEF global Strategic Plan 2014– 2017 and the United Nations Development Assistance Framework for Uganda (UNDAF 2016–2020).

The overall goal of the 2016–2020 Country Programme is to support national efforts to progressively realize children’s rights.
The Country Programme is comprised of three sectoral components and one cross-sectoral component:

• Keeping children ALIVE and THRIVING – Child survival and development
• Keeping children LEARNING – Basic education and adolescent development
• Keeping children SAFE – Child protection

The programme is implemented in three cross-sectoral programme outcome areas:

• Social policy, advocacy and evaluation
• Strategic communication and partnerships
• Programme coordination, planning and monitoring
