The IFRC secretariat is organised in business groups: five decentralised Zone offices and four business groups at the Geneva secretariat. The Europe Zone Office is one of the five decentralised zone offices with several regional and country offices reporting to it. As of the beginning of 2011 the Regional Representation in Almaty has been providing support to the Turkmenistan, Kazakhstan, and Uzbekistan National Societies.

In line with Strategy 2020 and other policy decisions made by the Federation`s statutory meetings and bodies as well as reviews undertaken by the Europe Zone Office concerning its approach to the provision of support to National Societies, the IFRC Regional Representation provides core membership services and technical support to the Turkmenistan Red Crescent. The agreement on the status of the International Federation in Turkmenistan has been in the agenda for a number of years; the new round of negotiations was initiated last year and since then it has been proactively discussed with the National Society and relevant governmental bodies. In 2011 a set of required documents was provided for consideration of the government. A plan for a more integrated country presence will be agreed with the Turkmenistan Red Crescent and implemented over the coming four years.
