During the reporting period, sector partners have focused on strengthening the existing systems with the aim to increase refugee’s access to protection services. This was particularly relevant in the field of access to justice. Sector partners have worked with Bar Associations across the country to facilitate access to legal aid for refugees and Syrians under temporary protection through targeted training and capacity support. A sector supported ‘legal clinic’ in Sanliurfa was officially opened in September with the aim to provide legal assistance and to inform refugees on the available legal services in line with their needs. In order to support the Bar Associations in provision of legal aid, a joint action was initiated with the Union of Turkish Bar Associations for the coverage of legal fees/costs. Sector partners also continued supporting the MoFLSS/PDFLSS, particularly the staff of Social Services Centers with technical support on case management for child protection and ASDEP outreach teams, outreach techniques, GBV awareness, psychosocial support and informational sessions on legislative frameworks with the aim to further integrate refugees in Ministry’s service delivery.
To support specialised protection services for persons with specific needs, sector partners provided GBV specific case management trainings for local service providers to support survivors’ access to high quality, survivor-centred GBV case management and support. Working jointly to tackle child labour and child marriage remained a priority during the quarter.
Workshops were held on child marriage to share learning amongst practitioners, to discuss cross-cutting prevention pathways around child marriage and to learn from expert facilitators. National consultations were held, through the Alliance for Child Protection in Humanitarian Action, to finalize Turkey-specific guidance and tools on preventing and responding to child labour.
The Inter-Agency Post-Eid Perceptions questionnaire was finalised with relevant partners. The questionnaire is aimed to capture perceptions of Syrian refugees who temporarily visited Syria during the Eid-period about the visit and the living conditions in Syria. Approximately 700 Syrians refugees who returned temporarily to Syria -with the permission given by the Government of Turkey- will be interviewed during the exercise. The results of the interviews will be analysed into a perceptions report, expected by mid-January 2019.
