UNDRO SITUATION REPORT NO. 1
24 JANUARY 1990

1. UNDP/UNDRO RESIDENT REPRESENTATIVE REPORTS TORRENTIAL RAINS SINCE 21 JANUARY 1990 CAUSED SERIOUS FLOODS IN TUNISIA. GOVT OF TUNISIA ASKED UNDRO TO LAUNCH APPEAL FOR INTERNATIONAL ASSISTANCE.

SITUATION

2. HEAVY RAINS CONTINUE. FOLLOWING ARE MOST AFFECTED PROVINCES: KAIROUAN, SFAX, KASSERINE, GAFSA, SIDI BOU ZID, TOZEUR, NEFTA AND GABES (MORE THAN HALF OF TUNISIAN TERRITORY).

3. UNTIL NOW, 25 PEOPLE DEAD AND 5,500 HOMELESS (ESPECIALLY WOMEN AND CHILDREN) EVACUATED TO SCHOOLS AND MOSQUEES.

4. PRELIMINARY DAMAGE AS FOLLOWS:

  • 11,000 HOUSES DESTROYED.
  • 200 KM OF ROADS DAMAGED.
  • TENS OF BRIDGES AND ROADS DESTROYED OR SERIOUSLY DAMAGED, DISRUPTING TRAFFIC.
  • WATER, ELECTRICITY AND TELECOMMUNICATIONS CUT IN LARGE PARTS OF CENTRAL AND SOUTHERN REGIONS.
5. HOWEVER, AS MANY AREAS REMAIN INACCESSIBLE, NATIONAL AUTHORITIES EXPECT INCREASE THESE FIGURES.

6. PRIORITY NEEDS AS FOLLOWS: TENTS, BLANKETS, MEDICAMENTS, MOTOR-PUMPS, FOOD, BOOTS AND RAINCOATS. EXACT QUANTITIES AND DETAILS SPECIFIED ASAP.

7. UNDRO PREPARING AIRLIFT OF APPROX. 20 MT EMERGENCY RELIEF MATERIALS (TENTS, BLANKETS, POLYETHYLENE SHEETS) FROM ITS PISA WAREHOUSE (ITALY).

SITUATION

1. LATEST SITUATION AS REPORTED TO UNDRO AS FOLLOWS:

  • 24 DEATHS AND 32 PERSONS REPORTED DISAPPEARED
  • 14,244 HOUSES EITHER PARTIALLY OR TOTALLY DESTROYED
  • 3,000 KM OF ROADS AND 7 BRIDGES HAVE BEEN DAMAGED
  • 6000 HEAD OF CATTLE LOST
2. AT THE REQUEST OF THE GOVERNMENT OF TUNISIA, THE UNITED NATIONS CO-ORDINATOR FOR DISASTER RELIEF, ACCOMPANIED BY AN UNDRO RELIEF OFFICER, DEPARTED TODAY FOR TUNIS TO CO-ORDINATE INTERNATIONAL DONOR RESPONSE (INCLUDING UN AGENCIES), AND TO UNDERTAKE AN ASSESSMENT MISSION TO THE REGIONS AFFECTED.

3. IN CONSULTATION WITH THE UNDRO/UNDP RESIDENT REPRESENTATIVE UNDRO HAS ORGANIZED AN AIRLIFT OF 18 TONS OF RELIEF SUPPLIES FROM THE UNDRO RELIEF SUPPLY DEPOT, PISA (ITALY), 6,000 BLANKETS, 60 PLASTIC ROLLS, 25 TENTS AND A NUMBER OF JERRI CANS WILL ARRIVE EVENING OF 26 JANUARY. ANOTHER FLIGHT CARRYING RELIEF SUPPLIES DONATED BY JAPAN WILL LEAVE FROM PISA ON SATURDAY 27 JANUARY. THE FLIGHT WILL CARRY A FURTHER 3,000 BLANKETS, 10 FAMILY TENTS AND 5 PLASTIC SHEETING ROLLS.

4. LRCS/CR HAVE LAUNCHED AN APPEAL ON 25 JANUARY FOR SFR. 825,000 (US DLRS 539,215) FOR DISASTER VICTIMS AND INDICATED 40,000 HOMELESS. A DELEGATE WILL LEAVE FOR TUNISIA ON 26 JANUARY.

5. THE UNDRO/UNDP RESIDENT REPRESENTATIVE HAS INDICATED THAT THE MAJORITY OF URGENT NEEDS ARE AVAILABLE FOR PURCHASE LOCALLY. THEREFORE CASH CONTRIBUTIONS ARE RECOMMENDED TO ENABLE SPEEDY PROCUREMENT TO TAKE PLACE.

SITUATION

1. ON 29 JANUARY, A CO-ORDINATION MEETING WAS HELD AT THE UNDP OFFICE IN TUNIS, CHAIRED BY THE UNDRO CO-ORDINATOR. TUNISIAN AUTHORITIES AND REPRESENTATIVES OF WFP, FAO, UNHCR, UNESCO, FNUAP, DONOR GOVERNMENTS, EEC AND NGO'S ATTENDED. MESSAGE OF SYMPATHY AND SOLIDARITY OF THE U.N. SECRETARY GENERAL WAS TRANSMITTED BY UNDRO CO-ORDINATOR.

2. EMERGENCY SITUATION CONTINUES, AND SEVERAL AFFECTED TOWNS CAN ONLY BE REACHED BY HELICOPTER. LATEST ESTIMATED FIGURES RELEASED BY AUTHORITIES AS FOLLOWS - 9,650 HOMELESS, 307 SCHOOLS BADLY DAMAGED OF WHICH 43 WILL HAVE TO BE COMPLETELY REBUILT. 38,000 HOUSES, 7,500 BRIDGES AND 11,000 GREENHOUSES ARE EITHER DAMAGED OR DESTROYED.

3. PROVISIONAL ESTIMATES OF GOVT GIVE TOTAL OVERALL DAMAGE TO INFRASTRUCTURE, HOUSES AND TELECOMMUNICATIONS AS 203 MILLION DINARS (APPROX. US DLRS 211.67 MILLION). NATIONAL SOLIDARITY HAS RESULTED IN A SIZEABLE VOLUNTARY CONTRIBUTION BEING MADE FROM ALL OVER THE COUNTRY.

4. UNDER THE OVERALL DIRECTION OF THE MINISTRY OF THE INTERIOR, NATIONAL COMMISSION FOR FIGHT AGAINST DISASTERS CAUSED BY FLOODINGS, SET UP A FEW DAYS AGO TO CO-ORDINATE RELIEF IN CO-OPERATION WITH THE CIVIL DEFENCE. NATIONAL DEFENCE AND MILITARY ARE ORGANIZING AND DISTRIBUTING RELIEF MATERIALS THROUGH REGIONAL COMMISSIONS AND LOCALITIES.

5. ALTHOUGH SUBSTANTIAL PRIMARY RELIEF ALREADY ARRIVED BY AIR, HIGH PRIORITY REMAINING NEEDS, AS ESTIMATED BY THE GOVERNMENT, ARE AS FOLLOWS:

6. AN UNDRO/WFP EVALUATION MISSION WAS UNDERTAKEN TO REGIONAL AREAS OF KAIROUAN, KASSERINE AND SIDI BOUZID. RELIEF MATERIAL BEING REGULARLY DISTRIBUTED . MISSION CONFIRMS THAT SERIOUS DAMAGE TO HOUSING AND GENERAL INFRASTRUCTURE HAS TAKEN PLACE INCLUDING BRIDGES AND ROADS. RE-ESTABLISHMENT OF WATER SUPPLIES IS URGENT. HEAVY DAMAGE TO AGRICULTURE STILL BEING EVALUATED.
