Togo - Torrential Rains Situation Report No.1

1. DHA/UNDP RESIDENT REPRESENTATIVE IN TOGO, REPORTED THAT TORRENTIAL RAINS CAUSED FLASH FLOODS IN THE CAPITAL, LOME, AFFECTING SERIOUSLY A GREAT NUMBER OF ITS DISTRICTS.

HEAVY INFRASTRUTURE DAMAGE HAS BEEN REPORTED AND PRELIMINARY FIGURES SHOW AT LEAST 3 PEOPLE DEAD AND A LARGE NUMBER WITHOUT SHELTER.

2. TOGOLESE GOVERNMENT ESTABLISHED A NATIONAL EMERGENCY COMMISSION, WITH THE PRIORITY TASK OF MAKING AN ASSESSMENT OF THE IMMEDIATE NEEDS OF THE AFFECTED POPULATION.

THE FINDINGS OF THIS COMMISSSION HAVE ALREADY BEEN PRESENTED TO THE GOVERNMENT, AND CONCENTRATE ON THE FOLLOWING AREAS:

  • FOOD
  • HEALTH AND SANITARY SERVICES
  • CLOTHES
  • SHELTER
  • TRANSPORTATION AND LOGISTICS

ON THE BASIS OF THIS REPORT, THE PRIME MINISTER OF TOGO REQUESTED INTERNATIONAL ASSISTANCE IN ORDER TO HELP THE AFFECTED POPULATION. THE IMMEDIATE NEEDS ARE EVALUATED UP TO APPROXIMATELY USD 355,282, AND DO NOT INCLUDE THE THE COSTS RELATED TO MATERIAL DAMAGES, STILL UNDER EVALUATION BY THE EMERGENCY COMMISSION. IN THIS CONTEXT THE GOVERNMENT IS MAKING AVAILABLE APPROXIMATELY USD 50,000. THE ITEMIZATION OF THE TOTAL AMOUNT IS AS FOLLOWS:

MINISTRY OF INTERIOR AND DECENTRALIZATION (INCLUDES COSTS RELATED TO THE FIRE DEPARTMENT, NATIONAL POLICE AND LOCAL ADMINISTRATION

  • US DOLLARS 36,577

MINISTRY OF MINES, ENERGY, AND HYDRAULIC RESSOURCES (INCLUDES SEVERAL ITEMS SUCH AS PROVISION OF FRESH WATER AND FUNCTIONING AND MAINTAINANCE OF INSTALLATIONS IN THE REGION OF AUBA)

MINISTRY OF RURAL DEVELOPMENT, ENVIRONMENT AND TOURISM (INCLUDES FOOD PRODUCTS, TRANSPORTATION AND LOGISTICS)

A MORE DETAILED PLAN HAS BEEN SENT TO DHA, BY THE TOGOLESE GOVERNMENT AND IT IS AVAILABLE UPON REQUEST.

4. A UN MISSION (WHO, UNICEF AND DHA/UNDP) IS ON THE DISASTER SITE, AND WILL PRESENT VERY SOON A DETAILED REPORT ABOUT THE SITUATION.

5. DHA-GENEVA IS PROVIDING AN EMERGENCY GRANT OF USD 50,000 FOR THE PURCHASE OF RELIEF GOODS.

6. DHA-GENEVA, THROUGH THE UNDP OFFICE IN LOME, IS FOLLOWING THE SITUATION VERY CLOSELY.

7. DHA IS PREPARED TO SERVE AS CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF U.N. SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH WRITTEN CONFIRMATION ON UTILIZATION OF FUNDS CONTRIBUTED.
