Cruz Vermelha Timor-Leste (CVTL) and the International Federation of Red Cross Red Crescent Societies’ (IFRC) framework in Timor-Leste is guided by Strategy 2020 which puts forward three strategic aims:

Programme summary
CVTL’s community-based risk reduction project (CBRR) has been completed. Preliminary findings of the final evaluation showed some significant results for communities with some good indications of sustainability. The findings and final community assessments made by CVTL will be used to guide implementation of the new integrated community-based programme.
CVTL’s improved understanding and application of planning, monitoring, evaluation and reporting (PMER) tools have been important learning for the community-based health and first aid (CBHFA) pilot project and will ensure that the real impact of the interventions can be measured. Distribution of mosquito nets in Au Beon and the small infrastructure project in Bitirai provided the community with tangible benefits that assist motivation and interest to continue training and education. Initial results in the drop in malaria incidence in Au Beon provided valuable incentives to CVTL and the community to support the project.
