Strengthening disaster preparedness in Timor-Leste, the December 2024 SimEx tested national and local response capacities through a realistic flood and cyclone scenario. Learn what worked and what’s next.

The Humanitarian Simulation Exercise (SimEx) conducted in Timor-Leste in December 2024, aimed to evaluate and strengthen the emergency preparedness and response capacities of key stakeholders at national and sub-national levels. The exercise was co-hosted by Timor-Leste’s Civil Protection Authority (CPA) and the World Food Programme (WFP), bringing together 81 participants from five municipalities as well as national entities. The main objective was to test the National Civil Protection Emergency Plan through experiential learning activities that simulated a real-time disaster scenario involving localized flooding and a tropical cyclone.
