THAILAND TYPHOON 'GAY' -
UNDRO INFORMATION REPORT NO. 1
9 NOVEMBER 1989

1. ON 3 NOVEMBER, TYPHOON 'GAY' HIT GULF OF THAILAND WITH WIND UP TO 120 KM/H AND LANDED CHUMPHON, WHICH CAUSED EXTENSIVE DAMAGES. ROADS, RAILWAYS AND TELEPHONE LINKS WITH SOUTHERN PROVINCES WERE CUT OFF.

2. AFFECTED AREAS ARE CHUMPHON, NAKHON SI THAMMARAT, PHETCHABURI, PRACHUAP KHIRI KHAN, RANONG, RAYONG, SONGKHLA AND SURAT THANI PROVINCES. MOST AFFECTED ARE CHUMPHON.

3. MINISTRY OF INTERIOR REPORTED ESTIMATED DAMAGE AS FOLLOWS:

  • 71 DEAD, OVER 68,000 PEOPLE AFFECTED, 5,000 RENDERED HOMELESS
  • 440 FISHERMAN REPORTEDLY MISSING, 39 SHIPS CAPSIZED
  • 12,800 HA AQUACULTURAL AREAS, 80,000 HA OF FRUIT, RUBBER, COCONUT AND COFFEE PLANTATIONS DAMAGED
  • INITIAL ESTIMATED DAMAGE APPROXIMATELY AT US DLRS 116 MILLION
4. GOVT RELEASED EMERGENCY GRANT TO PROCURE FOOD, SEEDS, MEDICAL TREATMENT, HOUSEHOLD UTENSILS FOR AFFECTED POPULATION AND TO RECONSTRUCT HOUSES, PUBLIC PROPERTIES.

5. PUBLIC HEALTH MINISTRY TAKING FURTHER ACTION TO PROVIDE MEDICAL SERVICES AND TO PREVENT EPIDEMICS. AGRICULTURE MINISTRY ALLOCATED FUNDS TO REPAIR DAMAGED VESSELS. MINISTRY OF COMMERCE SENT FOOD, EMERGENCY RELIEF SUPPLIES AND OFFICIALS TO CONTROL CONSUMER PRICES.

6. UNDRO HAS NOT RECEIVED OFFICIAL REQUEST TO LAUNCH AN INTERNATIONAL APPEAL.

1. PRIME MINISTER VISITED TYPHOON VICTIMS AND OBSERVED RELIEF OPERATIONS IN MOST AFFECTED PROVINCE OF CHUMPHON.

2. MINISTRY OF INTERIOR REPORTED UPDATED DAMAGE AS FOLLOWS:

  • 437 DEAD OF WHICH 419 RECORDED ONLY IN CHUMPHON
  • DAMAGES TO 29,500 HOUSES, 590 ROADS/HIGHWAYS, 143 BRIDGES, 21 DYKES, 253 SCHOOLS
  • 179,000 HA OF FARM LAND DAMAGED AND OVER 18,000 LIVESTOCKS PERISHED.
  • 194 FISHING BOATS SANK
  • OVER ALL ESTIMATED DAMAGE AT US DLRS 281 MILLION

3. ALTHOUGH RAIL/ROAD LINKS WITH SOUTHERN PROVINCES HAVE BEEN RESTORED, SOME AREAS IN CHUMPHON STILL HAVE NO POWER SUPPLIES.

4. EMERGENCY GENERATORS HAS BEEN DESPATCHED TO SUPPLY ELECTRICITY IN HOSPITALS AND GOVERNMENT BUILDINGS. TELEPHONE LINES BETWEEN BANGKOK AND PRACHUAP KHIRI KHAN NOW RESTORED BUT CHUMPHON CAN BE REACHED ONLY IN MUNICIPAL AREA.

5. DONATIONS FROM LOCAL PRIVATE AND PUBLIC AGENCIES BEING MADE TO MINISTRY OF INTERIOR, MINISTRY OF DEFENCE, PRIME MINISTER'S OFFICE AND VARIOUS NGOS.

1. DUE TO ON-GOING SERIOUSNESS OF SITUATION, GOVERNMENT DECIDED TO REQUEST INTERNATIONAL ASSISTANCE.

2. GOVERNMENT ALREADY MOBILIZED ALL AVAILABLE SOURCES OF FOOD, TEMPORARY SHELTER AND PRIMARY MEDICAL CARE. HOWEVER, URGENCY OF LOCAL SITUATION STILL REQUIRES FURTHER ASSISTANCE IN FOLLOWING FORMS:

    MEDICINES, VACCINES

  • 458 DEAD, 154,000 PEOPLE AFFECTED
  • 254 SCHOOLS, 115 TEMPLE/MOSQUES DAMAGED, 227 SHIPS CAPSIZED
  • 183,000 HA OF AGRICULTURAL LAND DAMAGED AND 20,000 LIVESTOCK PERISHED

21 NOVEMBER 1989

1. UNDP/UNDRO REGIONAL REPRESENTATIVE, ALONG WITH AMBASSADORS OF MAJOR DONOR COUNTRIES, UNDERTOOK AERIAL SURVEY OF AFFECTED AREAS IN HELICOPTER PROVIDED BY FOREIGN MINISTRY.

2. AERIAL ASSESSMENT REVEALED SEVERE DAMAGE TO COCONUT AND RUBBER PLANTATIONS, WITH MOST TREES HAVING BEEN BLOWN DOWN. DAMAGE ALSO OCCURED TO BUILDINGS, PARTICULARLY ROOFING.

3. SUBSEQUENT FLOODING HAS ADVERSELY AFFECTED THE AGRICULTURAL INFRASTRUCTURE.

4. MOST EMERGENCY RELIEF SUPPLIES ARE AVAILABLE FOR LOCAL PROCUREMENT. A MAJOR PRIORITY REQUIREMENT IS FOR CORRUGATED IRON SHEETS TO REPAIR HOUSING AS RAINS CONTINUE. TENTS AND PLASTIC SHEETING NOT A PRIORITY.

5. GOVT HAS PROVIDED CASH GRANT FOR VICTIMS WHO HAVE BEEN MADE HOMELESS, AND ALSO PROVIDED FOOD, BLANKETS, AND HOUSEHOLD KITS.
