Operational Updates

• WFP and the Government of Tajikistan signed a Memorandum of Understanding (MoU) to deepen their cooperation on addressing food and nutrition security for 2024 to 2026. This MOU lays the groundwork for WFP’s Tajikistan Country Strategic Plan (CSP) for 2023–2026, which aligns with the country’s national goals of improving food security and nutrition, strengthening capacities, and providing technical support to the Government’s social protection programmes. The new Country Strategic Plan, valued at USD$91 million, is designed to support the Government’s priorities for achieving food security and broadening access to high-quality nutrition by 2030.

• WFP Representative and Country Director in Tajikistan Adham Musallam met with the Minister of Agriculture Qurbon Hakimzoda, to discuss issues related to the strengthening of bilateral cooperation and the implementation of new projects on ensuring food security such as through digitization, and by preventing the impacts of climate change, irrigation, and soil erosion.

• WFP completed the implementation of its media-based Social and Behaviour Change Communication interventions that were carried out through a culinary show developed and broadcasted on the leading national TV Channel “Safina”. The show comprised of 10 episodes that featured traditional nutritious foods, with each episode filmed in different regions of Tajikistan. Through its engaging content and impactful messaging, the show effectively advocated for the importance of a diverse diet, healthy food consumption, and hand hygiene, showcasing the abundance of nutritious local food.

• Under the South-South and Triangular Cooperation initiative, in collaboration with the World Bank and with the support of the WFP Philippines, a knowledge exchange visit was organized to the Philippines for Tajikistan government officials. The study tour was aimed at exposing the Tajikistan delegation to successful food fortification models in the Philippines, with a particular focus on the Philippines Rice Fortification Revolving Fund to expedite and enhance the knowledge that can be shared or adopted for the implementation of the Wheat Flour Fortification Law in Tajikistan. The participants explored the institutional framework and operational mechanisms of the Philippines National Premix Revolving Fund, including fund mobilization, management, and allocation, to ensure a continuous supply of fortified inputs. They studied the integration of fortified rice into the Philippines' supply chain and distribution networks and learned from the Philippines' experiences in conducting effective advocacy campaigns and consumer awareness programmes.

• In December, WFP distributed 500 mt of food commodities to 5,800 vulnerable households as part of the unconditional food assistance activity funded by USAID in response to rising food insecurity in Tajikistan. Among them were more than 1,000 flood-affected households in Dushanbe, Vahdat, and Hissor towns, Rasht, Rudaki, Nurobod and Varzob districts who received around 84 mt of food. General food distribution activity under USAID funded project was completed. In total, 8,226.3 mt of food commodities were distributed among 36,122 households (110 percent achievement) against the targeted 33,000 households in 2023. The food assistance reached a total of 205,464 vulnerable people living in 37 districts of the country.

• With the support from the Green Climate Fund (GCF), WFP completed the construction or rehabilitation of 21 drinking water systems, 18 irrigation canals, and 11 household storage units to support resilience of the communities. Additionally, 17 community storage structures are under construction, with an average progress of 62 percent, installation of drip-irrigation system in 107 hectare of orchard is ongoing with 80 percent physical progress.

• WFP initiated the development of ICT-based mechanism for the delivery of climate information, weather forecast, and agro-advisory in December.
The partnership involves multiple government and non-government stakeholders and will enable more than 20,000 smallholder farmers from 11 GCF project districts to access climate and weather information and agro-advisories by end of August 2024.
