1. EARTHQUAKE OF MAGNITUDE 7 OF THE 12-POINT SOVIET SCALE (RICHTER MAGNITUDE 5.9) OCCURRED IN THE SOVIET REPUBLIC OF TAJIKISTAN MONDAY 23 JANUARY 1989 AT 02:02 HRS A.M LOCAL TIME (23:02GMT). EPICENTER LOCATED IN VILLAGE OF SHAROR ON THE SOVIET-AFGHAN BORDER, SOME 50 KM SOUTHWEST OF THE REPUBLIC'S CAPITAL DUSHANBE.

2. NO PRECISE FIGURE OF CASUALTIES OR DAMAGE YET.

3. UNDRO IN DIRECT CONTACT WITH UN REPRESENTATIVE IN MOSCOW AND TADJIK INSTITUTE OF SEISMO-RESISTANT CONSTRUCTIONS AND SEISMOLOGY IN DUSHANBE, AND READY TO SEND HIS EMERGENCY TEAM IF NECESSARY.

1. UNITED NATIONS INFORMATION CENTRE/MOSCOW REPORTS FOLLOWING EARTHQUAKE MAGNITUDES ACCORDING TO 12-POINT USSR SCALE: 7 POINTSIN VILLAGE SHARORA (EQUALS APPROX. 5.8 RICHTER SCALE), 5 TO 6 POINTS IN GISSAR REGION (APPROX. 4.7 RICHTER), 5 POINTS IN DUSHANBE CITY (4.0 RICHTER) AND 3 TO 4 POINTS IN NUREK REGION (3.5 RICHTER).

2. WHILE EARTHQUAKE AFFECTED MAINLY MUDHOUSES, GREATEST MATERIAL DAMAGE AND HUMAN LOSS SEEM TO HAVE BEEN CAUSED BY SUBSEQUENT 2-KM-LONG LANDSLIDE.

3. OFFICIAL FIGURES NOT YET RECEIVED, BUT FIRST INFORMATION FROM SEVERAL SOURCES ANNOUNCING 1,400 DEAD.

1. UNITED NATIONS REPRESENTATIVE IN MOSCOW REPORTS SHARORA, OKULIBOLO AND OKULIPOYEN VILLAGES DESTROYED BY MUD LANDSLIDE. ROADS AND COMMUNICATION LINES DISRUPTED. NO PRECISE FIGURE OF CASUALTIES YET. THOUSANDS OF HEADS OF LIVE-STOCK BURIED IN THE MUD.

2. TADJIKISTAN SSR GOVERNMENTAL COMMISSION MONITORING SITUATION LOCALLY. SEVENTY-FIVE MEDICAL TEAMS SENT TO DUSHANBE BY THE SOVIET GOVERNMENT. RESCUE TEAMS FROM DUSHANBE AND OTHER USSR REPUBLICS ALREADY WORKING IN THE QUAKE ZONE WITH HEAVY MACHINERY TO ASSIST LOCAL POPULATION. SOVIET RED CROSS SENDING CHARTER AIRCRAFT WITH EMERGENCY SUPPLY CARGO AND WILL ASSESS FURTHER NEEDS.

3. UNDRO REPRESENTATIVE ARRIVING IN DUSHANBE WEDNESDAY, 25 JAN 1989.

4. SO FAR THE GOVERNMENT HAS NOT REQUESTED INTERNATIONAL EMERGENCY ASSISTANCE INCLUDING RESCUE/MEDICAL TEAMS.

1. UNDRO REPRESENTATIVE REACHED DUSHANBE ON 26 JAN 89 ACCOMPANIED BY USSR M.F.A OFFICIAL. ON 27 JAN VISITED SHARORA AND OKULIPOEN BY CAR. HELICOPTER SURVEY WILL TAKE PLACE 28 JAN.

2. MEETING HELD ON 27 JAN WITH DEPUTY PRIME MINISTER OF TAJIKISTAN ( ALSO VICE PRESIDENT OF COUNCIL OF MINISTERS ). FOLLOWING INFORMATION RECEIVED.

A. TAJIKISTAN HIGHLY SIESMIC REGION WITH OVER 3000 TREMORS PER YEAR. SINCE MAIN QUAKE ON 23 JAN,40 AFTER SHOCKS REGISTERED.

B. LENGTH OF AFFECTED AREA OVER 8 KM, WIDTH 1 KM, HEIGHT OF MUD LANDSLIDE BARRIER UP TO 25 MT.

C. TOTAL POPULATION OF STRICKEN AREA ABOUT 12,000, MOST OF THEM HAVE BEEN ACCOMMODATED EITHER WITH RELATIVES OR IN TEMPORARY SHELTERS. GOVERNMENT ORGANIZED VOLUNTARY EVACUATION OF WOMEN AND CHILDREN, MANY HOWEVER REFUSED.

D. VILLAGE OF SHARORA WITH 6252 INHABITANTS AND CONTAINING 921 FARMS DAMAGED, SOME PARTS BURIED BY MUD DEPOSITS UPTO 25 MT IN HEIGHT. RELIEF ACTIVITIES IN SHARORA ABANDONED, AND AREA WILL BE DECLARED NATIONAL MONUMENT.

E. VILLAGE OF OKULIBOLO WITH 784 INHABITANTS AND 108 FARMS COMPLETELY DESTROYED. VILLAGE OF OKULIPOYEN WITH 616 INHABITANTS AND 86 FARMS PARTIALLY DAMAGED AND POPULATION SUFFERED LOSS OF PROPERTY. VARIOUS DAMAGE ALSO OCCURRED IN MANY OTHER VILLAGES. DETAILS AWAITED.

F. TOTAL NUMBER OF DEAD 274, INCLUDING 100 CHILDREN. IN SHARORA 207 REPORTED DEAD, AND IN OKULIBOLO 67. POPULATION IN OKULIPOEN HAD TIME TO ESCAPE. AT PRESENT 51 HOSPITALIZED AND ABOUT 12,000 HOMELESS.

G. 35 SOVIET MEDICAL TEAMS OPERATING IN AFFECTED AREA. NO FURTHER NEED FOR MEDICAL STAFF.

H. COMMITTEE FOR CO-ORDINATION OF RELIEF AND RECONSTRUCTION ACTIVITIES ESTABLISHED IN DUSHANBE AND CHAIRED BY CHAIRMAN OF COUNCIL OF MINISTERS OF TAJIKISTAN.

I. GOVERNMENT HAS NOT REQUESTED INTERNATIONAL EMERGENCY ASSISTANCE.
