TAJIKISTAN - HEAVY RAINS
DHA GENEVA SITUATION REPORT NO. 1
12 MAY 1993

1. THE CENTRAL ASIAN NATION OF TAJIKISTAN HAS SUFFERED MAJOR DAMAGE FROM TORRENTIAL RAINS. THE HEAVILY SWOLLEN RIVER VARZOB HAS DESTROYED THE PIPE AND CANAL WHICH DELIVERS 75 PERCENT OF THE CAPITAL DUSHANBE'S TREATED WATER. IT ALSO DESTROYED THE MAJOR DUSHANBE - PENDJIKENT AND LENINABAD ROAD AND WASHED AWAY AT LEAST 19 BRIDGES. A SIMILAR FLOOD CAUSED BY THE RIVER VAKHSH DISINTEGRATED THE ROGAN DAM WHICH WAS UNDER CONSTRUCTION FOR THE LAST 5 YEARS. A NUMBER OF PIECES OF HEAVY EQUIPMENT WERE ALSO LOST. FURTHER DOWNSTREAM AT MOSCOVSKI 30,000 HA OF COTTON AND WHEAT WERE FLOODED AND A SMALL DAM WAS DESTROYED. NEAR SHAAR TUZ AND KAMBODIAN THE VAKHSH RIVER AND ITS TRIBUTARY KOFIZ NIHON FLOODED AN ADDITIONAL 60,000 HA.

2. THE GOVERNMENT REPORTS IN ADDITION 8,200 HOUSES DESTROYED AND EXTENSIVE FURTHER INFRASTRUCTURAL DAMAGE TO SCHOOLS, HOSPITALS, ELECTRICITY TRANSMISSION LINES, A HYDROELECTRIC PLANT, IRRIGATION NETWORKS AND INDUSTRIAL SITES. THERE IS ALSO A CONSIDERABLE LOSS OF CATTLE. A SERIOUS HEALTH PROBLEM IS LIKELY TO DEVELOP DUE TO WATERBORNE DISEASES. THE INITIAL ESTIMATED DAMAGE CAUSED BY THE FLOODING IS OVER USD 120M.

3. ON 10 MAY THE MINISTER OF FOREIGN AFFAIRS ACCOMPANIED A GROUP OF DONOR AND UN AGENCY REPRESENTATIVES AND JOURNALISTS ON A DAY-LONG HELICOPTER SURVEY. THE DHA COORDINATOR IS PRESENTLY CONSULTING WITH THE GOVERNMENT AND THE DONORS ON NEEDS ASSESSMENT FOR RELIEF ITEMS. DHA GENEVA IS SENDING A TWO-MEMBER TEAM TO ASSIST WITH THE DAMAGE AND NEEDS ASSESSMENT AS WELL AS RELIEF COORDINATION.

1. TAJIKISTAN, JUST EMBARKING ON INDEPENDENT DEVELOPMENT, WHILSTSTILL ENDURING THE SERIOUS CONSEQUENCES OF CIVIL WAR WHICH BROUGHT ITS ECONOMY TO RUINS, IS NOW SUFFERING FROM A CATASTROPHE OF NATIONAL DIMENSIONS, WHICH TOOK PLACE FROM 8 - 10 MAY 1993. ONE FIFTH OF THE COUNTRY'S DISTRICTS HAVE BEEN DECLARED DISASTER ZONES.

2. TORRENTIAL RAINS, GALE-FORCE WINDS, A RISE IN RIVER LEVELS AND MUDSLIDES OF UNPRECEDENTED PROPORTIONS HAVE LEFT TENS OF THOUSANDS OF PEOPLE HOMELESS, DESTROYING DOZENS OF SOCIAL AND CULTURAL AMENITIES AND HEALTH FACILITIES. SERIOUS DAMAGE HAS BEEN CAUSED TO THE AGRICULTURAL SECTOR OF THE ECONOMY: ACROSS HUNDREDS OF THOUSANDS OF HECTARES IRRIGATION SYSTEMS, AGRICULTURAL CROPS, ORCHARDS AND VINEYARDS HAVE BEEN WASHED AWAY. THE DAMAGE IS ESTIMATED AT USDRLS 120 MILLION OR TWO YEARS OF GROSS STATE REVENUE.

3. THE GOVERNMENT OF THE REPUBLIC OF TAJIKISTAN IS TAKING ALL POSSIBLE MEASURES TO ELIMINATE THE CONSEQUENCES OF THE NATURAL DISASTER AND HAS ASKED FOR: FOODS, MEDICINES, BUILDING MATERIALS AND MACHINERY, TENTS, MOBILE HOMES, AND MOST OF ALL FINANCIAL ASSISTANCE. THE GOVERNMENT HAS APPEALED FOR INTERNATIONAL ASSISTANCE.

4. THE UN SYSTEM IS HELPING WHERE IT CAN AND UN/DHA HAS FIELDED A MISSION OF TWO EMERGENCY RELIEF COORDINATION EXPERTS TO ASSIST THE GOVERNMENT IN THE ASSESSMENT OF THE DAMAGE AND
RELIEF NEEDS AS WELL AS THE COORDINATION OF RELIEF. IT IS ALSO MAKING AVAILABLE AN EMERGENCY GRANT OF USDLRS 30,000.

SITUATION

1. THE DHA MISSION YESTERDAY VISITED ONE OF THE MOST AFFECTED AREAS IN SOUTHERN TAJIKISTAN. MORE VILLAGES CRITICALLY DAMAGED BY NEW FLOODS ON 15/16 MAY 1993. SHELTER SPECIALIST USAID AND DELEGATION RUSSIAN EMERCOM ALSO PARTICIPATED. IT APPEARS MORE THAN 50,000 PEOPLE ARE HOMELESS, 10,000 HOUSES HAVE BEEN DESTROYED OR DAMAGED, MOSTLY IN RURAL AREAS, 90 SCHOOLS AND HEALTH CENTRES DESTROYED/DAMAGED, 1,120 KM OF ROAD LOST, 180 BRIDGES DESTROYED/DAMAGED, 250 KM OF REINFORCED RIVER BANKS WASHED AWAY, 190 KM OF WATER AND IRRIGATION CHANNELS, 170 KM OF POWER LINES DESTROYED/DAMAGED AND 15,000 HEADS OF CATTLE LOST. AS GOVT NOT IN A POSITION TO ANTICIPATE LENGTH OF STAY OF AFFECTED PEOPLE IN TENTS, IT IS VERY MUCH POSSIBLE THAT THEY WILL HAVE TO SPEND THE WINTER IN PRECARIOUS CONDITIONS.

NATIONAL AND INTERNATIONAL RESPONSE

2. A DONOR MEETING WAS HELD AT THE UN HEADQUARTERS IN DUSHANBE. THE MEETING WAS ATTENDED BY REPRESENTATIVES OF: US.AID, TURKEY, RUSSIAN FEDERATION, GERMANY, AFGHANISTAN, CHINA, UNHCR, WHO, UNICEF, DHA AND MSF. IT WAS CLEAR THAT ALL PARTICIPATING COUNTRIES WOULD VERY MUCH APPRECIATE THE PRESENCE OF DHA-GENEVA DELEGATE TO MONITOR AND FOLLOW-UP THE EMERGENCY SITUATION, INCLUDING THE SUPERVISION OF DISTRIBUTION OF INTERNATIONAL AID. DHA IS MEANWHILE ORGANIZING AN AIRLIFT OF EMERGENCY RELIEF GOODS.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

3. SHELTER

TAKING INTO CONSIDERATION THE NUMBER OF HOMELESS AND THOSE PERMANENTLY EVACUATED FROM HIGH RISK VILLAGES. THE FOLLOWING IS REQUIRED:

  • 7,000 FAMILY TENTS (HEAVY RAINS)
  • 7,000 FAMILY KITS
  • 7,000 COLLAPSABLE JERRYCANS
  • 7,000 DIESEL FUEL BURNING HEATERS
  • 108,000 BLANKETS (54,000 WOOL AND 54,000 MIXED FIBER)
  • FUEL FOR DISTRIBUTION

4. FOOD, ETC

ADDITIONAL SUPPPLIES TO SUPPLEMENT FOOD NEEDS OF 60,000 PEOPLE (MANY BEING WOMEN AND CHILDREN) FOR A PERIOD OF ONE MONTH ARE ESSENTIAL. AS SUPPLIES CAN BE PURCHASED IN NEIGHBOURING COUNTRIES THROUGH EXISTING COLLECTIVE MECHANISMS, AND CONSIDERING THE ABSENCE OF PRIVATE/COMMERCIAL TRUCKING FACILITIES. IT IS SUGGESTED TO MAKE CASH CONTRIBUTIONS TO COVER THIS URGENT NEED. (USD 300,000, INCLUDING FUEL FOR TRANSPORT).

5.HEALTH

AFTER DISCUSSION WITH GOVT, WHO AND UNICEF, IT APPEARS THAT THE MOST URGENT HEALTH REQUIREMENTS ARE 6 WHO COMPLETE EMERGENCY KITS (BASIC AND SUPPLEMENTARY). THE COST OF THESE IMMEDIATELY AVAILABLE KITS INCLUDING THEIR TRANSPORT IS USDRLS 80,000. DHA CAN MAKE AVAILABLE UPON REQUEST A DETAILED LIST OF ADDITIONAL HEALTH REQUIREMENTS, MAINLY MEDICINES.

6. RELIEF COORDINATION

THE PROPOSED FIELDING FOR 4 WEEKS OF A DHA CONSULTANT TO MONITOR AND FOLLOW-UP THE EMERGENCY SITUATION AND TO SUPERVISE DISTRIBUTION OF INTERNATIONAL ASSISTANCE WILL COST USDRLS 12,000 TO USDRLS 13,000.

SITUATION/IMPACT

1. THE TOTAL FLOOD RELATED DAMAGE IS NOW ESTIMATED AT USDLRS 160 MILLION. THE INCREASE STEMS PRIMARILY FROM DAMAGE CAUSED BY MORE RECENT FLOODING (17 MAY). THIS ADDITIONAL DAMAGE INCLUDES THE FLOODING OF 24,000 HA OF AGRICULTURAL LAND. LATEST OFFICIAL DATA IS THAT THE FLOODS HAVE LEFT APPROX. 38,000 PEOPLE HOMELESS, WITH AN ADDITIONAL 15,000 ALREADY EVACUATED FROM THEIR HOMES BECAUSE THEY WERE AT RISK FROM LAND/MUDSLIDES, A TOTAL OF OVER 53,000 PERSONS ARE DIRECTLY AFFECTED. ALTHOUGH RELIEF GOODS ARE COMING IN. THE NEEDS ARE NOT YET MET, MAINLY BECAUSE THE MAGNITUDE OF THE DISASTER AND THE LOGISTICAL DIFFICULTIES (EG. LACK OF FUEL) ENCOUNTERED BY RELIEF OPERATIONS. MEANWHILE THE AUTHORITIES ARE STUDYING THE REQUIREMENTS FOR LONGER TERM REHABILITATION.

NATIONAL AND INTERNATIONAL RESPONSE

2. AFTER HAVING ASSISTED WITH INITIAL DAMAGE AND NEEDS ASSESSMENT AND RELIEF COORDINATION, THE DHA MISSION HAS RETURNED. IT'S WORK WILL BE FOLLOWED-UP BY AN EMERGENCY COORDINATION EXPERT TO BE FIELDED SHORTLY. DHA IS ALSO 0RGANIZING AN AIRLIFT WITH RELIEF ITEMS ON 26 MAY 1993.

SITUATION

1. ADDITIONAL HEAVY RAINS, MUDFLOWS AND LANDSLIDES IN THE REPUBLIC DURING THE PERIOD OF 18 MAY - 4 JUNE. AS A RESULT, 183 HOUSES WERE DESTROYED AND 439 HOUSES DAMAGED, 29KM OF HIGHWAYS, 2 BRIDGES, 115KM OF IRRIGATION NETWORK CHANNELS, 21 PRODUCTION UNITS AND 4718 HECTARES OF CROPS WERE DAMAGED. ACCORDING TO PRELIMINARY ESTIMATES, DIRECT LOSSES CAUSED BY THE NATURAL DISASTER DURING THIS PERIOD AMOUNT TO ABOVE 3 MILLION US DLRS, BRINGING TOTAL DAMAGE TO 163 MILLION USDRLS. ALTOGETHER DURING APRIL - MAY 1993, AS A RESULT OF NATURAL DISASTERS, 1764 HOUSES WERE DESTROYED AND 8274 HOUSES WERE CRITICALLY DAMAGED (TOTAL
AFFECTED 60,000 PEOPLE).

NATIONAL AND INTERNATIONAL RESPONSE

2. THE HEAD OF THE UN MISSION OF OBSERVERS TO TAJIKISTAN (UNMOT) IS PRESENTLY REPRESENTING DHA, AND IN THIS CAPACITY ASSISTING THE AUTHORITIES IN CO-ORDINATING ONGOING RELIEF AND REHABILITATION WORK IN CONSULTATION WITH DONORS, NGO'S AND UN AGENCIES. HE WILL
SOON ASSISTED BY A RELIEF COORDINATION AND REHABILITATION EXPERT,
FIELDED BY DHA.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

3. THE REQUIREMENTS AS LISTED IN DHA SITUATION REPORTS NO.3 AND 4 HAVE NOT YET BEEN MET. IN VIEW OF THE SIZE OF THE DISASTER, THE NEED EXISTS FOR LONG TERM SHELTER SUITABLE FOR WINTER CONDITIONS, AS REHABILITATION/RECONSTRUCTION WORK WILL TAKE A LONG TIME.

3. SUPPLY OF RELIEF GOODS APPEARS SATISFACTORY, BUT LOGISTICS OF DISTRIBUTION STILL DIFFICULT. DHA RELIEF COORDINATION EXPERT, IN CONSULTATION WITH GOVT, NGO'S AND OTHER DONORS, IS ACTIVELY ASSISTING IN THIS REGARD.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

4. REHABILITATION PHASE WILL REQUIRE CONSIDERABLE INTERNATIONAL ASSISTANCE. MAJOR DONORS REALIZING NEED FOR LARGE-SCALE PROGRAMMES AS WELL AS A GENERAL POLICY, SYSTEMATIC PLANNING, MASSIVE INVESTMENT AND TECHNICAL KNOW-HOW, IN WHICH INTERNATIONAL AGENCIES SUCH AS UNDP, WORLD BANK, EUROPEAN DEVELOPMENT BANK, ETC., COULD PLAY CRUCIAL ROLE.

SITUATION

1. RELIEF OPERATIONS FOLLOWING MAY 1993 FLOODS ARE OVER. TO AVOID SUCH SERIOUS FLOODS IN FUTURE, TAJIKISTAN WOULD NEED LARGE-SCALE WATER-DEVELOPMENT PROJECTS, WHICH WOULD ENTAIL ALSO COMPREHENSIVE CONSTRUCTION PROGRAMMES FOR URBAN ZONES, ELECTRIC POWER, SEWAGE CANALS, WATER SUPPLY, ROADS AND BRIDGES. THE ABOVE WOULD REQUIRE APPROPRIATE SECTORIAL COORDINATION.

INTERNATIONAL RESPONSE

2. DHA'S RELIEF COORDINATION CONSULTANT, FINANCED BY THE U.K. CONTRIBUTION, CONSIDERS THE TADJIK, NEIGHBOURING COUNTRIES AND RUSSIAN EMERGENCY RESPONSE ADEQUATE. HE HAS SUBMITTED A REPORT SUGGESTING MEASURES FOR REHABILITATION/DEVELOPMENT, WHICH IS AVAILABLE TO INTERESTED DONORS ON REQUEST.
