A. SITUATION ANALYSIS
Description of the disaster
On 14 September 2022, the security situation at the Tajik-Kyrgyz border, between the Sughd province of Tajikistan and Batken province of Kyrgyzstan, has drastically worsened. The tension turned into an armed conflict, resulting in 41 casualties and the evacuation of more than 20,000 people1 residing at the border areas. The governments of both countries have immediately initiated negotiations to establish a ceasefire regime. However, clashes continued until 16 September 2022, increasing the number of casualties and internally displaced people (IDPs) from both sides. A ceasefire was established on 18 September 2022. IDPs from Jabbor Rasulov district, which was considered relatively safe compared to other areas, started returning home, while displaced people in Isfara town and Bobojon Gafurov district remained in temporary shelters. On 19 September 2022, an agreement was signed between law enforcement authorities of both Tajikistan and Kyrgyzstan, which declared withdrawal of the troops from the border and to keep only border guarding forces. Continued negotiations to resolve the border disputes by peaceful means was also agreed.
