WFP Syria Situation Report #10, October 2018



  • WFP dispatched food assistance for 3.2 million people in all 14 Syrian governorates in October, achieving over 100 percent of the monthly resource-based plan.
  • WFP dispatched food assistance for 291,865 people in 62 locations across hard-to-reach areas in Rural Damascus, Dar’a, Quneitra, Deir Ezzor, Aleppo and Ar-Raqqa governorates.

Situation Update (including security)
Situation in North-Western Syria

  • Following the Turkish-Russian agreement to establish a 15-20 km demilitarized buffer zone in Idlib to separate government troops from rebel forces, reports indicate that localized conflict via targeted missiles along the Idlib-Lattakia border intensified in the last week of October. WFP remains ready to respond to one million people with strategic stocks of ready-to-eat rations (RTEs), food rations as well as nutrition supplies for 150,000 children both inside Idlib, in Turkey, and inside Syria.

Situation in North-Eastern Syria

  • The recent military operations in Deir Ezzor governorate to drive out the Islamic State in Iraq and the Levant (ISIL) have resulted in the displacement of some 13,500 people. On 12 October, the security situation rapidly deteriorated as an ISIL-led attack on the Hajin IDP camp forced WFP to suspend operations when fighters captured the camp for two hours and transported IDPs towards ISIL-held areas in Hajin town. As of 27 October, WFP was able to resume distributions in Hajin, completing the overall October plan to reach 27,500 people in these areas.

  • During October, the north-eastern part of Syria witnessed adverse weather conditions, including heavy rains which led to flash floods in Abo-Khashab camp. As a result, IDP tents were destroyed and food stocks spoiled. In consultation with the Food Security Sector, an emergency response was initiated with national NGOs distributing food rations to those affected and UNHCR installing new tents.

Situation in Southern Syria

  • WFP continued to respond to persistent needs in southern Syria following the escalated violence in June and July 2018. WFP now responds entirely from inside Syria. In October, WFP reached over 884,000 people in Damascus, Rural Damascus, Dar’a, Quneitra and As-Sweida governorates.
