ABOUT THE WHOLE OF SYRIA GBV AOR

Following the adoption of UN Security Council Resolution 21651 in 2014, UN-led humanitarian coordination of the response to the Syria crisis has been based on an adaptation of the standard ‘country’ coordination model, extended to encompass both the response of humanitarian actors in Government of Syria (GoS) controlled areas as well as those responding cross-border, including into areas not controlled by GoS. Area-level coordination mechanisms have been supplemented with ‘Whole of Syria’ (WoS) coordination structures which are to ensure a strategic approach to delivering assistance to people in need in Syria in an effective and timely manner, through all available response modalities.

The WoS GBV Area of Responsibility (AoR) coordinates GBV prevention, response and risk mitigation across three areas of response and ensures suitable and single-sector input for WoS processes and products.

UNFPA is the lead of the WoS GBV AoR and hosts the GBV coordinators for the WoS, the Humanitarian Country Team (HCT) led response (out of Damascus) and the Humanitarian Leadership Group (HLG) led response (out of Gaziantep).

In the HLG response, the GBV AoR is co-led by Global Communities, while in the NGOs Forum areas, the GBV AoR is led by Relief International (out of north-east Syria).

The GBV AoR is structured as part of the Protection cluster, aligning to HRP strategies and logframes. In 2023 in total 126 organisations reported to the GBV AoR 5Ws (28% of which are National NGOs).

The main areas of work of the WoS GBV AoR include:

  • Supporting field operations and GBV service delivery;
  • Planning (including contingency planning) and strategic development;
  • Building knowledge and capacity;
  • Setting related norms and standards;
  • Advocating for the availability of GBV services and programming, funding opportunities and geographical presence and reach;
  • Monitoring and reporting.
