Introduction
This is the Whole of Syria (WoS) Shelter and NFI (SNFI) Sectors' analysis of the Syria Multi-Sector Needs Assessment (MSNA) 2023. The analysis feeds into the 2024 Syria Humanitarian Needs Overview (HNO) and into the sectors' 2024 response planning. The analysis is intended for humanitarian planning purposes only.

MSNA 2023 methodology
- The MSNA is a representative, household-level assessment that analysis needs across Syria and sectors from January 2024 to December 2024, thus supporting and informing the sector coordination units and partners in their evidence-based decision-making.
- This year the analysis is based on two MSNA exercises: a. For northern Syria, a total of 5,658 households were surveyed (applying a weight on population group and subdistrict density households add up to 5,778). i. Data for this exercise was collected in-person from 3rd September 2023 to 7th October 2023. b. For areas in Syria where no data was collected in 2023, MSNA 2022 data was manipulated using additional quantitative sources and estimated changes.
- Overall, the data is representative on sub-district level for the total population with a confidence level of 95% and a confidence interval of 10%. Limitations and biases
- Up-to-date MSNA 2023 data was only available for northern Syria.
- While data manipulation for areas with no MSNA 2023 exercise was applied with great care, such exercise cannot be as accurate as current data would be.
- To ensure representativeness across the two datasets (MSNA 2023 and manipulated MSNA 2022), no population breakdown is available and data is only available for the total population.
