CONTEXT
The Syria HNS is used by humanitarian organizations to strengthen the likelihood of facilitating humanitarian access and/or to reduce the likelihood and severity of harm to humanitarian workers, sites and/or assets. It does so through the voluntary and systematic sharing of humanitarian movement and/or site information with the relevant Parties to the Conflict. Humanitarian notification does not change the IHL obligations of the Parties to the Conflict (HNS recipients).
