The Syrian Arab Republic (hereafter referred to as Syria) is undergoing significant shifts in the country’s political landscape, humanitarian dynamics, and early recovery trajectory. These developments come following the change in government that occurred towards the end of 2024 (8 December 2024), shaping internal mobility patterns and contributing to a growing rise in both intentions to return and actual return movements.
In this context of shifting mobility, the International Organization for Migration’s (IOM) Displacement Tracking Matrix (DTM) is releasing the third round of the Communities of Return Index. This series monitors conditions in areas witnessing return movements to evaluate whether they offer an environment conducive to safe, dignified, and sustainable reintegration.
To support efforts toward durable solutions, this report examines the situation in communities where returns are already taking place, shedding light on the conditions, needs, and risks confronting returnees. It is designed to support humanitarian and development stakeholders, Syrian authorities, and donor governments in strategic decision making by enabling the identification of priority locations for thematic in-depth assessments and the prioritisation of thematic interventions in areas of return.
