Syria - Hostilities and displacement in Syria’s coastal provinces (DG ECHO Partners, UN OCHA, Syria Observatory for Human Rights) (ECHO Daily Flash of 11 March 2025)
Violence in the coastal provinces of Tartous and Latakia escalated on 7 and 8 March following alleged attacks by pro-Assad elements at interim government forces.
The reaction by government forces and militias close to the interim government allegedly degenerated into killing of civilians belonging to the Alawite minority. Military operations impacted civilian infrastructures: six referral hospitals and several ambulances are inoperable.
While the exact toll on the civilian population is still being assessed, up to one thousand civilians are reported to have been killed, including a UN staff. Thousands of civilians are reported to be displaced. An estimated 16,000 civilians crossed to Lebanon due to the hostilities. Humanitarian needs include food, WASH, shelter and health.
Humanitarian operations have been severely disrupted, curfews and movement restrictions limit access to essential services, while the Homs-Latakia highway remains blocked. Latakia Governorate faces widespread electricity cuts.
The EU, UN, and the ICRC called on all parties to the conflict to respect International Humanitarian Law and protect civilians and civilian infrastructure.
