Following damage sustained during clashes on 10 December, the Tishreen Dam in North East Syria has remained non-operational for over 35 days now, depriving over 413,000 people of water and electricity in the Menbij and Kobani areas. Urgent repairs are required to restore essential services and protect livelihoods.
On 18 January, local media reported that drone strikes on the dam resulted in 15 civilians injured and 4 killed. The victims were gathered to protest against the attacks. Fears are growing that the dam’s structure could collapse.
On the same day, a Kurdish Red Crescent (KRC) ambulance was targeted while transporting injured civilians to hospitals in Tabqa and Raqqa.
Protecting civilians and critical civilian infrastructure is a legal obligation. All parties must adhere to International Humanitarian Law (IHL). Humanitarian actors must be granted safe access to the dam to support necessary repairs and prevent further humanitarian consequences.
