The year 2025 marked a historic turning point for Syria and the Syria Cross-Border Humanitarian Fund (SCHF). Following the fall of the Assad regime, the Fund played a critical role in supporting the transition toward a unified humanitarian financing architecture, while continuing to address urgent life-saving needs and strengthening system coherence, localization, and accountability amid exceptional political and operational change.
With additional contributions received during the year, total SCHF allocations in 2025 reached US$50 million, positioning SCHF as the fifth-largest Country-Based Pooled Fund globally, despite being in a phasedown period.
Looking ahead to 2026, Syria’s humanitarian financing architecture will transition to a single pooled fund modality based in Damascus. In line with CBPF Guidelines, SCHF will undertake a structured, time-bound closure process to ensure the orderly completion, monitoring, reporting, and auditing of all active projects. The OCHA team will remain in Gaziantep throughout this period to oversee closure activities, ensuring accountability and supporting a smooth and responsible transition to a unified funding mechanism for Syria.
