The Syria Cross-border Humanitarian Fund (SCHF) first Reserve Allocation (RA1), launched in November 2024, aimed to provide timely and flexible winter assistance while ensuring uninterrupted access to critical and lifesaving services to enhance the resilience of vulnerable individuals and groups, particularly internally displaced persons (IDPs) and other conflict-affected populations. The allocation priorities included access to basic health and education services, flexible emergency multipurpose cash assistance, while providing multisectoral assistance in accordance with the Winterization Plan to help families cope with freezing temperatures and harsh weather.

Following the collapse of the previous regime on 8 December, displacement of an additional 1.1 million people reached its peak by 12 December. Thanks to additional donor contributions, the SCHF scaled up its response allocating an additional US$3 million, and providing to all partners flexibility to reprogram ongoing activities, aligning with the new emergency in Idlib and Aleppo governorates. This brought the total amount for the Reserve Allocation to US$28 million.

The SCHF, has continued fulfilling its commitment to localisation by prioritizing direct funding, participation, and capacity strengthening of Syrian organizations allocating 70 per cent of the funding to Syrian NGOs. This allocation aimed to address needs of people with disabilities, vulnerable women, and children, particularly in underserved, most in need and hard-to-reach areas close to conflict frontlines and in areas with heavily populated by IDPs.
