Launched in 2020 and funded by the French Ministry for Europe and Foreign Affairs, the four phase Syria Area Based Integrated Recovery (SABIR) project aims to tackle food security needs
and climate-related stresses while building more resilient communities and supporting stabilization in Northeast Syria. It seeks to improve living conditions and human security through an integrated
area-based approach centred on access to basic services, livelihoods, and empowerment of local partners. Activities span Al-Hassakeh, Ar-Raqqa and Deir-ez-Zor governorates and address public
infrastructure, livelihoods, and economic recovery as well as technical and organisational capacity development. Key interventions include rehabilitating public facilities to improve water and electricity supply and school services, expanding inclusive and sustainable livelihoods via agriculture, livestock, vocational training and business support and strengthening local partners such as NGOs, civil society and community committees. Between 2020 and early 2024, Expertise France (EF) rehabilitated 19 water stations and 56 electric facilities, enrolled 715 individuals in Technical and Vocational Education Training, and supported 103 small businesses.
