Purpose of the Guidelines

This document has been developed by the Non-Food Items (NFI) Technical Working Group, in collaboration with partners from the former three coordination hubs: Northeast Syria (NES), Northwest Syria (NWS), and the Whole of Syria (WoS) Humanitarian Country Team (HCT). Its primary purpose is to provide harmonized operational guidance for Cluster partners engaged in Shelter and NFI interventions across Syria, promoting the efficient, accountable, and effective delivery of humanitarian assistance.

As of June 2025, the three coordination hubs are being merged into a unified Syria Shelter/NFI Cluster. This strategic consolidation is intended to streamline coordination mechanisms and ensure a coherent, nationally integrated response across all areas of operation—including displacement sites in NWS and NES.

These guidelines present a standardized framework for planning, implementation, and monitoring of life-saving and life-sustaining NFI activities, with the overarching goal of reinforcing quality, consistency, and protection outcomes for affected populations.
