Our 2026–2027 Strategic Plan reflects our deep commitment to the communities we serve in Syria. It guides our efforts in planning, implementation, advocacy, fundraising, system investments, and partner positioning. It is grounded in what we have learned, shaped by what communities need, and oriented toward a vision of Syria that is self-reliant and thriving.
Over the next two years, we will focus on four core challenges that define the operating environment and constrain recovery in Syria. For each, we have identified a strategic priority, clear outcomes, and the interventions most likely to drive meaningful change.
After fourteen years of conflict, Syria has entered a new and critical phase; one that demands more than humanitarian response alone. SARD’s 2026–2027 Strategic Plan sets out how we intend to meet this moment.
