Sanctions have become a defining feature of Syria’s post-conflict transition, outlasting the regime they were intended to weaken. This policy paper critically examines how the persistence of multilayered sanctions—formal, indirect, and amplified through overcompliance—risks entrenching economic fragility and undermining prospects for recovery and stability in a post-Assad Syria.
