INTRODUCTION

Türk Kızılay Syria Cash Assistance Project intended to provide humanitarian assistance to households in need who have settled in briquette houses built by the Türk Kızılay in the Mashhad Ruhin area of Sarmada district of Idlib city in North-West Syria.

The project is implemented by Türk Kızılay Syria Humanitarian Assistance Coordination Department and KIZILAYKART Cash-Based Assistance Programmes.

In response to the growing humanitarian crisis in Syria, Türk Kızılay launched the humanitarian support project in order to help war victims fleeing from various regions and arriving close to the Turkish border to meet their essential needs. The pilot implementation of the project has been carried out in Atasay Village of Mashhad Ruhin District. 136 households with at least one disabled person have been assisted with 800 TRY to meet the needs of the disabled persons in their households.

The objective of this technical paper is to provide an overview of one approach that establishes the costs
of reference food and non-food baskets intending to inform dialogues on transfer amount and program
decision makers.

The technical details of the minimum expenditure basket (MEB) calculated based on the findings of the market assessment to be able to determine the amount of aid support planned to be provided to the target group are included in this study.

Meanwhile, as operational limitations were in place with the ongoing process, the MEB was estimated
through PPP1 estimation to enable cross-checking and comparison with the real value within the scope of
remote monitoring. Given the MEB measure is based on the average household profile, outlier households that are outside the 95 percent confidence interval and are bigger / smaller will be better / worse influenced by this measure.
