SITUATION OVERVIEW

• Briefing to the Security Council on the humanitarian situation in Syria, 21 November 2024 is released.

• SARC statement, 27 November, on the attacks and casualties among its volunteers deployed to the crossing points in Homs and Tartous is released.

Joint Statement by UN Resident Coordinator and Humanitarian Coordinator for Syria, Adam Abdelmoula, and Regional Humanitarian Coordinator for the Syria Crisis, Ramanathan Balakrishnan, on the killing of a humanitarian worker in an attack on Ad Dabousiyah border [EN/AR] - Syrian Arab Republic | ReliefWeb, 27 November.

“… We are extremely saddened by the killing of Muhannad Jakish, a volunteer with the Syrian Arab Red Crescent (SARC), and the injury of several of his colleagues in the air attack on Ad Dabousiyah border crossing in Homs this morning. We extend our sincere condolences to Muhannad’s family, friends and colleagues, and we wish the injured a quick recovery. Not only has the attack resulted in the deplorable killing of a humanitarian worker and injuring others, but it has also resulted in three civilian deaths and at least a dozen injuries including women and children. The attack caused severe damage to a number of SARC ambulances and other humanitarian objects and rendered two bridges inoperable. As a result, all humanitarian operations at border crossings in the country are suspended until further notice…”

  • UN/RC for Syria launched Early Recovery Strategy for 2024-2028 in Damascus on 4 November.
  • The GoS provided an approval following 2 months suspension for a truck to transport essential commodities inside Rukban area.
  • In coordination with the Ministry of Health and the Syrian Inter-Ministerial Council, with the technical support of WHO, the official launch event for Syria’s National Mental Health and Psychosocial Support Strategy took place on 28 November.
  • The GoS extended the consent for the Bab Al-Salam and Al-Ra’I border crossing points in north-west Syria until 13 February 2025.
  • During 5-12 November, the de-factor authorities launched a wide scale security campaign across Al Hol camp. Health services remained non-interrupted.
  • The security situation remains very tense across the country. Key affected areas include Homs, Damascus, Aleppo, Rural Damascus, Idleb, Daraa, Deir-ez-Zoir, Ar Raqqa and Al Hassakeh.
    • Active hostilities continue across various locations in Deir-ez-Zoir.
    • There is a significant escalation in northwest Syria. Gaziantep colleagues report that health services have been affected in different locations, including Daret Azza, Jabal al-Zawiya, Atareb, Taftanaz, Sarmin, Ariha, areas south of Jisr Al-Shughour, areas surrounding Idlib city and western parts of Aleppo.
    • The security situation in Damascus remains of serious concerns due to the strikes against a number of neighborhoods that resulted in high number of casualties and substantial material damage.
    • The security situation in the central part remains tense and volatile. From September 25 to the present 66 recorded IDF attacks on the central area, including 30 on border crossing points, resulting in a total of 187 fatalities and 81 injuries among civilians and servicemen, along with significant material damage.
