Key Recommendations

To National Authorities and Local Administrations

  • Recognise education as a core recovery and return priority by integrating school rehabilitation, education service delivery, and inclusion of returnee students into national and local recovery planning.
  • Prioritise streamlining of education curricula, as well support of education recognition, validation and accreditation (including coordination with refugee-hosting countries to ensure streamlined approaches) to reduce barriers that include cost, administrative barriers, and unnecessary accreditation requirements.
  • Prioritise the reopening, rehabilitation, and adequate resourcing of schools in high-return and high-vulnerability areas, including the provision of teaching materials, recreational resources, and essential support staff.
  • Strengthen teacher recruitment, retention, and motivation through predictable and timely remuneration, simplified administrative procedures, safe working conditions, psycho-social support training, and clear terms of reference and accountability mechanisms for school management.
  • Ensure schools are safe, inclusive, and non-discriminatory environments for students and teachers of all backgrounds, including through preventive measures, clear internal regulations, and targeted support for the integration of returnee students.integration of returnee students.
