Highlights
Sudan: Throughout December, the security situation in Darfur and Kordofan States remained highly volatile, marked by escalating direct clashes between the parties to the conflict. Fighting intensified in South and North Kordofan States, resulting in significant displacement within and beyond the states, as well as casualties and damage to infrastructure. In the Darfur States, aerial strikes increased, particularly in North Darfur State.
Central African Republic (CAR): Through joint advocacy by UNHCR, its partners and the National Commission for Refugees (CNR), local authorities in Birao have allocated an additional 100‑hectare plot to expand the Korsi refugee neighbourhood, increasing its capacity to accommodate potential new arrivals. The land will support housing for refugees as well as market gardening and agricultural activities to strengthen the self‑reliance of both refugee and host communities, while fostering resilience and social cohesion. The site currently hosts approximately 27,000 Sudanese refugees.
Chad: In December, the security situation in eastern Chad became increasingly volatile due to both militarized threats and localized tensions. A major escalation occurred in Tiné (Wadi Fira Province), where an armed drone struck a Chadian National Army outpost, killing two soldiers and injuring another, highlighting the cross-border nature of the threat.
Egypt: On 12 December, UNHCR Egypt launched a new Resettlement Portal that enables refugees to check the status of their resettlement cases online. Designed to enhance transparency and streamline communication, the portal underwent extensive testing, reviewing over 1,000 cases to ensure accuracy across multiple scenarios. It offers multilingual support in English, Arabic, Amharic, Tigrinya, Somali, and Oromo to meet the diverse linguistic needs of refugee communities in Egypt. In addition to real-time case updates, the platform features a comprehensive FAQ section that explains each stage of the resettlement process, providing refugees with clear and accessible information.
Ethiopia: On 2 December, a European Union (EU) delegation went on a two-day mission to Benishangul-Gumuz Region to review EU-funded interventions supporting the Sudan crisis response and to assess progress on the Comprehensive Refugee Response Framework (CRRF) and durable solutions. Libya: The humanitarian space in Libya is further constrained by restrictions on refugees' access to health and education, linking freedom of movement to clean health certificates, and ongoing raids that result in detention, inducing refugees to opt for desperate decisions including dangerous onward movements. Returns to Sudan remains a priority for the State of Libya. UNHCR continues to reiterate that it is not currently facilitating returns to Sudan.
South Sudan: UNHCR has observed increased arrivals from Sudan through entry points in Ruweng Administrative Area and Unity State, as well as through Northern Bahr el Ghazal State, the Joda border and the eastern corridors in Renk. While the rise in arrivals in Renk is largely linked to seasonal dryseason movements and forced returns, the operation has recorded a sharp increase into Ruweng Administrative Area and Unity State over the past month following intensified clashes in West Kordofan in early December. Approximately 3,600 refugees and returnees have been recorded so far in December, more than double the number registered at these entry points in November.
Uganda: On 31 December, clashes broke out among youth groups in Kiryandongo settlement, which hosts a large Sudanese refugee population. The violence involved attacks on rival groups as well as other residents. Six people were injured, and one person later died after being referred to Gulu Regional Referral Hospital. This incident followed earlier clashes in the settlement in 2025, one of which also resulted in a fatality, several injuries and multiple police arrests. Criminal activities including robberies and break-ins, perpetrated by armed gangs and youths, remain a major community concern in Kiryandongo Refugee Settlement.
