NEED ANALYSIS

  • According to the 2016 Humanitarian Needs Overview, some 3.3 million people were estimated to be in need of humanitarian assistance in Darfur, including protracted IDPs displaced since the outbreak of the Darfur conflict in 2003.

  • Fighting between government forces and armed movements and inter-tribal conflicts continued in various parts of Sudan during the year triggering displacement of civilians. The situation was exacerbated by strong winds and flooding in various parts of the county, destroying shelters.

  • It is estimated that in Darfur some 82,000 were newly displaced during the first nine months of the year.

  • The planned target for the sector for 2016 was 700,000 people including newly displaced, protracted, IDPs, people affected by natural disaster (fire and floods) and returnees.

RESPONSE

  • During the year the ES/NFI sector assisted over 500,000 people in the five Darfur states, South, West and North Kordofan, Kassala Sennar, Kordofan, and White Nile States.

  • Communal shelters were constructed in 10 locations of gathering of newly displaced populations as an immediate response for protection of vulnerable women and children from the harsh elements and to provide privacy.

  • In all accessible areas hosting affected populations, sector partners continued to conduct assessments to verify/ identify the ES/NFI needs.

GAPS / CHALLENGES

  • Renewal distributions to vulnerable protracted IDPs were not completed as planned due to a customs hold-up of ES/NFI shipments in the Port for 5 months. The available ES/NFIs in the NFI common Pipeline were prioritized for newly displaced populations and returnees.

  • Lack of access continued to hinder verification of the actual number of displaced in the various locations delaying the delivery of ES/NFI assistance.

  • Although it is suspected that there are civilians inside Jebel Marra, who did not flee and may be in need of humanitarian assistance and protection, lack of access to these locations has not allowed for verification of the reports.
