This Emergency Preparedness and Response Plan (EPRP) outlines the strategic approach of the Sudan Shelter and Non-Food Items (NFI) Cluster to mitigate and respond to anticipated seasonal flooding in 2025. The Plan aims to reduce loss of life, human suffering, and displacement by enabling a timely and coordinated response that provides emergency shelter and NFIs to the most vulnerable displaced and at-risk communities. Building on lessons from past flood responses, the Plan emphasizes:

• Early warning and climate forecasting.

• Pre-positioning of critical supplies.

• Rapid deployment teams.

• Strong community engagement and protection integration.

• Importance of investment in site development, particularly flood mitigation measures.
