Situation Overview

The conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) has displaced over 11.8 million people, creating a severe humanitarian crisis. Access to health care, clean water and electricity has been disrupted, with public infrastructure heavily damaged or inaccessible due to hostilities. Hospitals and clinics have shut down, leaving people without medical care, while worsening food and water shortages heighten the risks of malnutrition, cholera outbreaks and rising mortality.

Despite liquidity shortages following currency changes, high inflation and market disruptions, cash and voucher assistance (CVA) remains a critical lifeline, particularly in areas where in-kind aid is restricted. Humanitarian organizations are using financial service providers to deliver aid while monitoring market conditions through the Joint Market Monitoring Initiative.

In December 2024, 452,000 people in 16 out of Sudan’s 18 states received cash assistance, a 106% increase from November, largely driven by the food security and livelihoods cluster. By the end of 2024, more than 2.2 million people – or 14% of those receiving humanitarian aid – were assisted through cash and voucher programmes across 16 states. All sectoral CVA is coordinated through respective clusters, with technical and logistical support from the Cash Working Group. Scaling up these programmes remains vital to ensuring aid reaches those in need despite access challenges.
