Sudan – Release of the 2026 Humanitarian Needs and Response Plan (HNRP) (UNOCHA) (ECHO Daily Flash of 2 March 2026)

  • According to the 2026 HNRP released on 26 February, Sudan remains the country with the most people in need (PIN) globally: 33.7 million (60% children).

  • Despite three million returns, Sudan remains the world’s largest displacement crisis with nearly 14 million people displaced internally (9.1 million) and abroad (4.5 million).

  • Over 1 000 days of war have intensified suffering to record levels. Civilians face an unprecedented protection crisis with systematic atrocities and disregard for International Humanitarian Law. 22.4 million people need protection, almost double last year’s figure. 12 million people are at risk of Gender-based Violence (GBV) – a 350% surge since the conflict began.

  • Needs are concentrated in Darfur and Kordofan where 18.4 million PIN live in 98 localities in extreme or catastrophic severity.

  • The HNRP targets 20.4 million people for USD 2.9 billion. It prioritises 14 million people for immediate assistance, for USD 2.1 billion. The HNRP emphasises on agility, integrated multi-sectoral action, and a more bottom-up / field-driven approach placing local actors at the centre.
