Scope and Objectives

Establishes procedures for Inter-Agency referral of SEA complaints and victims/survivors among organizations in Sudan to facilitate effectively and timely referral to concerned entities for appropriate action including support to victim(s)/survivor(s), follow-up and investigation in accordance with a Victim/Survivor Centered Approach. The SOPs supplement, rather than replace, internal policies and guide Inter-Agency cooperation in line with the 2023 IASC and OSCSEA guidelines.

Apply to all PSEA Network members, as well as all additional signatory entities. In doing so, they agree to extend the fullest cooperation and assistance to each other in accordance with the principles and standards set out in this document.

Does not replace or override internal policies. Rather, it describes procedures that arise from and supplement internal policies when entities are engaging in Inter-Agency cooperation for SEA referrals.

SOPs will be reviewed yearly and or when necessary, the Inter-Agency PSEA Coordinator, PSEA Network’s Co-chairs, and the Strategic Advisory Group (SAG), in consultation with the PSEA Network.
