Background
The conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) which broke out in April 2023 has caused massive internal displacement in Sudan (more than 8 million IDPs) and cross-border population movements (an estimated 3 million refugees), creating the largest displacement crisis in the world. Nearly 25 million people across Sudan need humanitarian assistance. Access to target areas, rather than logistical challenges, is the key operational constraint, though the rainy season will also soon create physical access challenges. The crisis remains high unpredictable, with significant obstacles to both crossline and cross-border movement of personnel and supplies.
