Bureaucratic Impediments

Even though there has been an improvement in the past two months regarding visa and travel permit issuance, access for humanitarian organisations remains severely restricted. Some of the access challenges include bureaucratic and administrative impediments, attacks, roadblocks, insecurity, denials of access by parties to the conflict and the deteriorating road conditions due to the rains. The delays in the issuance of travel permits and/or movement authorisations by both parties continued to pose challenges for humanitarian organisations. In July alone, 22 per cent of incidents reported by INGOs were related to delays in travel permit approvals. Humanitarian organizations in Darfur, are encountering difficulties because of the inconsistent application of administrative procedures and this has resulted in delays in the timely provision of assistance and implementation of aid activities. During this reporting month, INGOs in Darfur reported 33 per cent of incidents related to delays of travel permits approval and 19 per cent of incident related to interference in humanitarian activities
