1. UN RESIDENT COORDINATOR IN KHARTOUM PROVIDES FOLLOWING UPDATES ON FLOODS AFFECTING SOUTHERN AND CENTRAL SUDAN.

SITUATION

JONGLEI STATE - SOUTHERN SUDAN

2. PIBOR - ON 24 SEPTEMBER, UNICEF SOUTHERN SECTOR CARRIED OUT BRIEF ASSESSMENT. JOINT MISSION OF WFP AND GOVERNMENTAL HUMANITARIAN AID COMMISSION (HAC) ALSO VISITED PIBOR ON 7 OCTOBER.

3. AERIAL SURVEY BY UNICEF SHOWED SUBMERGED VILLAGES CLOSE TO PIBOR RIVER AND TOWN OF PIBOR WHICH REMAINS HALF SURROUNDED BY WATER. CROP DAMAGE IS EXTENSIVE, AND FOOD SHORTAGE IS ANTICIPATED. CATTLE DEATHS FROM RINDERPEST AND OTHER DISEASES HAVE BEEN REPORTED IN SURROUNDING VILLAGES.

4. ACCORDING TO LOCAL RELIEF COMMITTEE, OVER 4,000 PEOPLE HAD MOVED INTO PIBOR FROM SURROUNDING VILLAGES, DOUBLING TOWN'S POPULATION. COMMITTEE ALSO REPORTED HIGH INCIDENCE OF MALARIA, DIARRHOEA, SKIN DISEASES, GUINEA-WORM INFECTIONS, AND MEASLES. THOUGH FISH IS AVAILABLE, THERE IS SHORTAGE OF FISHING EQUIPMENT.

5. ON 1 OCTOBER, UNICEF STARTED DELIVERY OF RELIEF SUPPLIES, INCLUDING BLANKETS, MOSQUITO NETS, JERRYCANS, FISHING EQUIPMENT, PRIMARY HEALTH CARE DRUG KITS, AND ORS. UNICEF STAFF REMAINED IN PIBOR TO MONITOR DISTRIBUTION. IMMUNIZATION AND CATTLE VACCINATION ACTIVITIES HAVE ALSO RE-STARTED.

6. POCHALLA - OLS (UN'S OPERATION LIFELINE SUDAN) RELIEF FLIGHTS INTO POCHALLA WERE RESUMED THIS WEEK, AND 2,000 RELIEF KITS DONATED BY WORLD VISION INTERNATIONAL ARE BEING DELIVERED. THREE ADDITIONAL FLIGHTS ARE SCHEDULED LATER IN THE WEEK.

SOBAT BASIN AREA/UPPER NILE STATE - SOUTHERN SUDAN

7. NASIR - ON 7 OCTOBER, JOINT ASSESSMENT MISSION OF UNICEF/WFP AND HAC WAS SENT FROM KHARTOUM.

8. ACCORDING TO REPORTS FROM LOCAL RELIEF COMMITTEE, NASIR TOWN HAS BEEN SEVERELY HIT BY RAINS/FLOODS, AFFECTING SOME 46,000 PERSONS, INCLUDING 21 DEATHS, AND DAMAGING SOME 120 HOUSES.

9. UNICEF, THROUGH ITS OFFICE IN MALAKAL, IS ALREADY ARRANGING TO MEET SOME OF RELIEF NEEDS REPORTED BY LOCAL RELIEF COMMITTEE. THIS INCLUDES PROVISION OF MEDICINES, AND, SUBJECT TO AVAILABILITY OF TRANSPORTATION, BLANKETS AND PLASTIC SHEETING.

10. TONJA - ON 3 OCTOBER, JOINT UN/GOVT/NGO ASSESSMENT TEAM WAS SENT. WHILE LOCAL COMMISSIONER HAD REPORTED 52 DEATHS AND 180 HOUSES DESTROYED, TEAM WAS UNABLE TO CONFIRM THIS INFORMATION. ACCORDING TO TEAM, THERE WAS LITTLE STANDING WATER IN TONJA TOWN, THOUGH RIVER LEVELS WERE HIGHER THAN LAST YEAR. A NUMBER OF DISEASES (MALARIA, ACUTE RESPIRATORY INFECTION, EYE INFECTIOUS, AND WOUNDS) WERE FOUND TO BE PREVALENT, SOME OF WHICH MAY BE FLOOD-RELATED.

11. NEW FANJAK - SAME TEAM ALSO VISITED NEW FANJAK, WHERE MORE THAN 300 HUTS WERE DAMAGED BY FLOODS. GOVT AUTHORITIES REPORTED THREE DEATHS, AS WELL AS DEPLETION OF FISH RESOURCES.

KHARTOUM AREA

12. IN IDP CAMPS AROUND KHARTOUM, MOST IMMEDIATE FOOD AND NON-FOOD RELIEF ITEMS REQUIRED, AS LISTED IN SITREP 4, HAVE BEEN DISTRIBUTED BY NGO'S WORKING IN CONJUNCTION WITH UNICEF AND UNDP/DHA. SPRAYING AND DRAINAGE PROGRAMS ARE STILL ON-GOING.

13. WHILE HEAVY RAINS AND FLOODING WERE REPORTED IN OTHER PARTS OF KHARTOUM, CONFIRMED INFORMATION IS YET TO BE OBTAINED. NGO'S, ASSISTED BY UNDP/DHA, ARE PROVIDING RELIEF ON HAPHAZARD BASIS.

14. PIBOR/JONGLEI STATE - UNICEF'S ASSESSMENT INDICATED FOLLOWING NON-FOOD REQUIREMENTS. FOOD NEEDS ARE YET TO BE ASSESSED.

RESPONSE

15. FURTHER TO SITREP 4, FOLLOWING ADDITIONAL CONTRIBUTIONS HAVE BEEN REPORTED TO DHA:

GOVT OF ITALY USD 67,000 (THROUGH WHO)
IFRC CHF 90,000 (USD 75,000) FROM DISASTER RELIEF EMERGENCY FUND
CHRISTIAN MISSION AID 15 BUNDLES OF USED CLOTHING TO PIBOR

16. DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATION OF THE UN SYSTEM. DHA PROVIDES DONOR GOVTS WITH WRITTEN CONFIRMATION OF UTILIZATION OF FUNDS CONTRIBUTED.
