Sudan - Famine and 2025 Humanitarian Needs and Response Plan (HNRP) (DG ECHO, DG ECHO Partners, UN OCHA, IPC) (ECHO Daily Flash of 6 January 2025)

  • The 2025 HNRP for Sudan, released on 31 December, seeks USD 4.2 billion to address the most urgent needs of about 21 million people, out of 30.4 million in need. This represents a significant increase compared to 2024 both in funding requested and people in need.
  • Acute food insecurity has reached historic levels, as substantiated by the latest projections of the Integrated Food Security Phase Classification (IPC). 24.6 million people are expected to face high levels of acute food insecurity between December 2024 and May 2025. The report also confirms famine in at least five areas and projects that five additional areas will face famine by May 2025. Furthermore, 17 additional areas in the most conflict-affected regions are classified at risk of famine (Darfur, Kordofan, Khartoum and Al Jazirah).
  • Over the past weeks, various public and humanitarian infrastructures were damaged by the fighting. DG ECHO reminds that civilians and humanitarian personnel should never be targeted. All parties to the conflict must guarantee safe, unimpeded, and uninterrupted access to the entire territory and population for humanitarian actors to reach those in needs.
