SUDAN - DROUGHT/REFUGEES
UNDRO SITUATION REPORT NO. 1
4 JANUARY 1985

SITUATION

1. SINCE ISSUE OF UNDRO INFORMATION REPORT NO. 1 ON 29 NOV 84, THE PARTS OF SUDAN SUFFERING FROM SEVERE DROUGHT HAVE IN ADDITION BEEN SUBJECTED TO HEAVY INFLUX OF REFUGEES FROM NEIGHBOURING CHAD, ETHIOPIA AND UGANDA, AT AVERAGE RATE OF 1,500 DAILY. THIS HAS RESULTED IN FURTHER DETERIORATION OF THE SITUATION. RESOURCES AVAILABLE TO THE GOVERNMENT ARE INSUFFICIENT TO MEET THESE INCREASING EMERGENCY NEEDS.

2. CONSEQUENTLY, GOVERNMENT HAS NOW MADE AN APPEAL TO UNDRO FOR INTERNATIONAL ASSISTANCE TO HELP IN RELIEVING THE SUFFERING OF THE SUDANESE AS WELL AS THOSE WHO HAVE COME FROM OUTSIDE.

RELIEF NEEDS

3. ESTIMATION OF RELIEF NEEDS IS UNDER PREPARATION BY THE GOVERNMENT AND WILL BE COMMUNICATED IN THE NEXT SITUATION REPORT. RELIEF NEEDS WILL INCLUDE FOOD, MEDICINES, CLOTHING, SANITARY NEEDS, SHELTER MATERIAL.

SITUATION

1. UNDRO RELIEF CO-ORDINATION OFFICER ARRIVING KHARTOUM 25 JAN TO ASSIST UNDRO/UNDP RESIDENT CO-ORDINATOR IN CONSOLIDATION OF INFORMATION ON MULTI-SECTORAL NEEDS, ASSESSMENT OF PRIORITIES, DEVELOPMENT OF CONCERTED RELIEF PROGRAMME AND CO-ORDINATION OF INTERNATIONAL ASSISTANCE.

2. UNDRO/UNDP RESIDENT CO-ORDINATOR REPORTS AREAS NORTH OF LATITUDE 13 DEGREES NORTH SEVERELY AFFECTED BY DROUGHT AND AREAS SOUTH THIS LATITUDE INDIRECTLY AFFECTED AS RESULT MASSIVE MIGRATION SOUTHWARDS TO AVAILABLE PASTURE AND URBAN AREAS. DROUGHT IN ETHIOPIA WATERSHEDS SEVERELY REDUCED WATER AVAILABLE BLUE NILE SYSTEM FOR IRRIGATED AGRICULTURE EASTERN AND CENTRAL REGIONS, RESULTING IN NON-PLANTING WINTER WHEAT CROP. ESTIMATED SORGHUM AND MILLET PRODUCTION CURRENT YEAR EXPECTED AT 1,219,000 MT AND 200,000 MT RESPECTIVELY, A DROP OF ABOUT 33 AND 60 PERCENT RESPECTIVELY.

3. ESTIMATED TOTAL AFFECTED POPULATION ABOUT 4.5 MILLION OF WHICH 763,000 FROM DARFUR, 1,268,000 FROM KORDOFAN, 1,185,000 FROM CENTRAL REGION AND 1,156,000 FROM EASTERN REGION. ESTIMATED 1,140,000 PERSONS, ABOUT 25 PERCENT OF AFFECTED POPULATION, HAVE BEEN DISPLACED AND WITH FOOD RESOURCE AVAILABILITY ON THE WANE, COULD REACH 2 MILLION BY MARCH.

RELIEF NEEDS

4. A JOINT FAO AND WFP MISSION ON FOOD ASSESSMENT AND WFP LOGISTICS MISSION PRESENTLY IN THE SUDAN AND DONORS WILL BE ADVISED IN NEXT SITREP THE ESTIMATED FOOD NEEDS BASED ON THEIR REPORTS.

5. GOVERNMENT OF SUDAN HAS GIVEN FOLLOWING LIST OF PRIORITIES FOR NEEDED AID: CEREAL FOODS, SORGHUM, WHEAT FLOUR, SUGAR, COOKING OIL, MILD POWDER, RICE LENTILS, MEDICINES, PESTICIDES, INSECTICIDES, HELP IN WATER PUMPING AND TRANSPORT.

6. UNDRO/UNDP RESIDENT CO-ORDINATOR ADVISES:

- SUPPLEMENTARY FOOD AID NEEDS: REQUIREMENT 70,000 MT FOR VULNERABLE GROUPS ESTIMATED AT 740,000 PERSONS EXCLUDING SOUTHERN REGIONS AND REFUGEES NEW ARRIVALS. FOOD INCLUDES 5,388 MT DSM, 5,328 MT VEG OIL, 6,660 MT PULSES AND 53,280 MT CEREALS VALUED AT US DLRS 19,580,000.

- HEALTH NEEDS: FOR ESTIMATED 4.5 MILLION AFFECTED POPULATION, DRUGS, VACCINES AND PRIMARY HEALTH CARE FACILITIES, THE DETAILS OF WHICH WILL BE GIVEN IN THE NEXT SITREP.

- WATER SUPPLY: FOUR LIGHT WEIGHT DRILLING RIGS FOR SINKING 800 SHALLOW WELLS, 300 FOR DARFUR AND 500 FOR KORDOFAN, AND 800 MARK II HANDS PUMPS WITH ACCESSORIES AT APPROX COST US DLRS 2,102,000 FOR URGENT SUPPLY OF DRINKING WATER. ALSO TWO SETS OF HEAVY EQUIPMENT, ONE EACH FOR DARFUR AND KORDOFAN, AT APPROX COST US DLRS 2,308,000 FOR LIVESTOCK HAFFIR REHABILITATION WATER PROGRAMME (DEEPENING AND WIDENING OLD AND NEW HAFFIRS).

- SHELTER, BLANKETS AND CLOTHING: FOR ESTIMATED 1,800.000 PERSONS (ABOUT 300,000 FAMILIES) BASED ON 40 PERCENT TOTAL AFFECTED POPULATION (4.5 MILLION), HOUSING MATERIALS (STRAW MATS AND POLES), BLANKETS AND CLOTHING AT APPROX COST US DLRS 20,175,000.

INTERNATIONAL RESPONSE

7. UNHCR EMERGENCY PROGRAMMES IN THE SUDAN.

- FOUR APPEALS ISSUED ON 8 NOVEMBER 1984, 7 DECEMBER 1984, 20 DECEMBER 1984 AND 11 JANUARY.

- EMERGENCY PROGRAMME ESTABLISHED IN EASTERN SUDAN FOR UP TO 220,000 NEW ARRIVALS. REQUIREMENTS AT PRESENT TIME AMOUNT TOTAL TO US DLRS 15.2 MILLION BUT ARE LIKELY TO INCREASE TO US DLRS 24 MILLION IN VIEW OF THE CONTINUING INFLUX OF UP TO 3,000 PERSONS PER DAY. FUNDS AVAILABLE FROM APPEALS AMOUNT TO US DLRS 12.165 MILLION.

- EMERGENCY PROGRAMME ESTABLISHED IN WESTERN SUDAN FOR AT LEAST 60,000 NEW ARRIVALS. REQUIREMENTS TOTAL US DLRS 3.099 MILLION. FUNDS AVAILABLE FROM APPEALS AMOUNT TO USDLRS 1.598 MILLION.

- PROGRAMMES REQUIRE FOOD PROVISION (FOR NEW ARRIVALS AND 130,000 SETTLED REFUGEES WHO NOW NEED FULL RATIONS DUE TO CROP FAILURE) PENDING ARRIVAL OF WFP SUPPLIES, SHELTER, MEDICAL ASSISTANCE, SANITATION, WATER SUPPLY AND PROVISION OF BLANKETS AND DOMESTIC UTENSILS IN RECEPTION AREAS ORGANIZED IN CONJUNCTION WITH GOVERNMENT OF SUDAN AND MANY VOLUNTARY AGENCIES.

8. IN ADDITION TO ITS REGULAR ASSISTANCE PROGRAMME (ANNUAL AL- LOCATION US DLRS 5 MILLION) UNICEF HAS APPEALED FOR US DLRS 2.5 MILLION TO CONTINUE IN-COUNTRY PROCUREMENT, DISTRIBUTION OF FOOD, FEEDING MALNOURISHED CHILDREN, VACCINATION, SUPPLY ESSENTIAL DRUGS AND WATER SUPPLY PROJECTS.

1. INCREASING CONCENTRATION DISPLACED PERSONS REPORTED IN AREAS PERCEIVED AS SOURCES FOOD AND WATER INCLUDING AREAS NEAR REFUGEE CAMPS. SITUATION DISPLACED PERSONS RED SEA HILLS AREA CRITICAL WITH ESTIMATED 60,000 PERSONS IN CAMPS ALONG KASSALA-PORT SUDAN ROAD.

2. WFP FOOD AID LOGISTICS MISSION ADVISES

- SUFFICIENT STORAGE CAPACITIES FOR EMERGENCY OPERATIONS AVAILABLE IN PORT AS WELL AS ALONG TRANSPORT CHAIN THROUGH TO RECIPIENTS

- WITH AVAILABITY GOOD SUPPLY OF TRUCKS FROM 5 TO 50 TONS CAPACITY, MAXIMUM AVERAGE MONTHLY PORT OFF-TAKE CAPACITY 100,000 TONS

- IN VIEW FACT THAT SEVERAL AREAS OF SUDAN NOT EASILY ACCESSIBLE, RELIEF SUPPLIES MOST WELCOME FOR EFFECTIVE DISTRIBUTION BEFORE ON-SET RAINY SEASON. ESSENTIAL THAT RELIEF SUPPLIES REACH AREAS MAINLY SOUTH DARFUR AND SOUTH KORDOFAN BEFORE RAINY PERIOD (JULY, AUGUST AND SEPTEMBER)

- IN VIEW LONG DISTANCES INVOLVED FOR RELIEF TRANSPORTATION AND DISTRIBUTION IN SUDAN, TRANSPORT COSTS INCLUDING FUEL WOULD BE HIGH WITH AVERAGE ESTIMATED AT ABOUT US DLRS 140 PER TON INCLUDING FUEL COMPONENT US DLRS 16 PER TON.

3. LRCS REPORTS SEVERE MALNUTRITION AND HIGH MORTALITY RATE AMONG CHILDREN AND MOTHERS IN CAMPS ALONG THE ROADSIDE BETWEEN SINKAT AND DERUDES.

MISSION RECOMMENDATIONS PRESENTLY UNDER REVIEW BY FA0/WFP WHO WILL ADVISE ON TOTAL FOOD AID REQUIREMENTS.

- EMERGENCY PROGRAMME REQUIREMENTS ESTABLISHED UP TO 31 DEC 85 FOR UP TO 600,000 NEW ARRIVALS IN EASTERN SUDAN PLUS 130,000 REFUGEES IN CAMPS NEEDING FULL FOOD AID. REQUIREMENTS ARE SOME 100,000 MT BASIC/SUPPLEMENTARY FOOD PLUS LOCALLY PURCHASED FOOD. FOOD REQUIREMENT VALUE US DLRS 36,154,407. ASSISTANCE IS PROVIDED TO NEW ARRIVALS AND REFUGEES IN CAMPS OR RECEPTION AREAS ORGANIZED IN CONJUNCTION WITH GOVT OF SUDAN AND MANY VOLUNTARY AGENCIES.

7. ESTABLISHMENT OF 29-MAN FOOD MANAGEMENT NETWORK BY WFP IN PROGRESS WITH STAFF AT ALL UNLOADING AND SHIPMENT POINTS TOGETHER WITH A COMMUNICATIONS SYSTEM TO ENSURE EFFECTIVE DISTRIBUTION OF FOODSTUFFS TO APPROX 200 DELIVERY POINTS.

8. EEC MISSION CURRENTLY ASSESSING RAILRAOD CAPACITY WITH POSSIBLE UP-GRADING LINE FROM PORT SUDAN TO NYALA NEAR CHADIAN BORDER.

9. LRCS REPORTS THAT SUDANESE RED CRESCENT SOCIETY HAS BEEN HEAVILY ENGAGED IN RELIEF OPERATIONS AND EXPANDING RELIEF ACTION IN RED SEA HILLS. A TEAM OF 4 DELEGATS FROM NATIONAL SOCIETIES OF GREAT BRITAIN, FINLAND AND FRG HAS ARRIVED IN NORTHERN DARFUR AREA TO ASSIST SUDANESE RED CRESCENT IN RELIEF OPERATION FOR 50,000 DROUGHT-AFFECTED PEOPLE. SWISS RED CROSS TEAM, SUPPORTED BY THE LEAGUE, PROVIDING INTENSIVE AND SUPPLEMENTARY FEEDING AND HEALTH SERVICES TO SOME 62,000 PERSONS IN KASSALA AREA.

10. LRCS DISTRIBUTED DURING DEC 84, 57.3 TONS WHEATFLOUR, 5.1 TONS SUGAR, 2.9 TONS MILK POWDER AND 0.1 TON BUTTER OIL IN 7 CAMPS AND ARE PRESENTLY CONSIDERING EXPANSION PROGRAMMES ON DROUGHT RELIEF IN RED SEA HILLS AND FOR REFUGEES ALONG ETHIOPIAN BORDER.

11. IN ADDITION TO ITS EARLIER APPEAL FOR APPROX US DLRS 4 MILLION FOR AFFECTED PEOPLE IN NORTHERN DARFUR, LRCS HAS LAUNCHED ON 11 FEB FURTHER APPEAL IN CASH AND KIND TOTALLING APPROX US DLRS 1.32 MILLION FOR 40,000 AFFECTED PEOPLE IN RED SEA HILLS AREA AND 6,000 IN TOKAR PROVINCE.

SITUATION

1. UNDRO DELEGATE REPORTS:

- LARGE NUMBER OF AFFECTED DISPLACED SUDANESE REPORTEDLY CONCENTRATING IN VARIOUS AREAS ACROSS SUDAN BETWEEN 12TH AND 20TH PARALLEL, SOME IN CAMPS RECEIVING INTENSIVE FEEDING (SINKAT TO EAST, EL OBEID AND EL FASHER TO WEST). SOME CLOSE TO REFUGEE CAMPS (ESPECIALLY IN WEST) AND OTHERS WIDELY SPREAD OUT (AS IN WHITE NILE AREA, SOUTH OF KHARTOUM). RECENT FAO/WFP MISSION HAS RE- PORTED SIGNIFICANT INCREASE AT ADBARA (OVER 100,000 PERSONS), ALSO SIGNIFICANT INCREASE IN RED SEA HILLS AREA (165,000 SERIOUSLY AFFECTED).

- UNICEF ESTIMATES PRESENT MALNUTRITION RATE AT LEAST FIVE TIMES HIGHER THAN USUAL.

- WIDESPREAD AND ADVERSE EFFECTS FORESEEN ON POPULATION WHEN GRAIN STOCKS EXHAUSTED IN TWO MONTHS' TIME. SERIOUS PROBLEMS ALSO EXPECTED WHEN MOVEMENT LARGE MIGRANT WORK-FORCE (NOW IN BLUE NILE, GEZIRA AREA) FOR COTTON HARVEST END MARCH.

2. UNDRO DELEGATE CURRENTLY ENGAGED IN PROVIDING UNDP AND GOVERNMENTAL FOCAL POINT WITH COMPUTERISED COMMUNICATION TO ENSURE COMPREHENSIVE RELIEF INFORMATION SYSTEM.

3. FAO ESTIMATES TOTAL FOOD AID REQUIREMENT FOR PERIOD FROM NOVEMBER 84 TO OCTOBER 85 AT 1.4 MILLION TONS CEREALS OF WHICH PLEDGES TO DATE AMOUNT TO 711,000 TONS THEREBY LEAVING A BALANCE OF 689,000 TONS STILL TO BE COVERED.

4. WFP STRESSES IMMEDIATE NEEDS FOR ESTABLISHING FUEL DEPOTS IN REMOTE AREAS SUCH AS NYALA, EL OBEID AND INTENDS TO START INITIALTIALY WITH 10,000 TONS GASOIL FOR WHICH US DRLS 2.7 MILLION NEEDED.

5. RELIEF INFORMATION AND CO-ORDINATION SUPPORT UNIT (RICSU), ESTABLISHED IN COLLABORATION WITH OFFICE OF UN RESIDENT CO-ORDINATOR AND ASSOCIATED UN AND OTHER INTERNATIONAL AGENCIES TO ASSIST NATIONAL DROUGHT AND DESERTIFICATION COMMISSION SECRETARIAT.

6. FORTNIGHTLY DONOR CO-ORDINATION MEETING HELD ON 20 FEBRUARY. EMPHASIS LAID ON VIEWING CO-ORDNATION MEETINGS AS FORUM FOR ALL DONORS. FORTNIGHTLY CO-ORDINATION MEETINGS NOW ALSO BEING HELD IN DARFUR BETWEEN DROUGHT AND REFUGEE RELIEF ORGANIZATIONS OPERATIONAL IN THAT REGION.

GENERAL SUMMARY: FOOD SUPPLIES CONTINUE TO DIMINISH IN DROUGHT- STRICKEN AREAS. ONE MILLION SUDANESE MAY NOW BE DISPLACED (MAIN CONCENTRATIONS SOUTHERN DARFUR, EL OBEID, WHITE NILE, RED SEA HILLS, SOUTH WEST PORT SUDAN AND SHENDI). INCREASED DEPENDENCY ON RELIEF GRAINS AND SUPPLEMENTARY FOOD TO ENSURE BALANCED NUTRITION. GENERAL NUTRITIONAL LEVEL DETERIORATING CREATING HEALTH PROBLEMS. HEALTH, THERAPEUTIC FEEDING, TRANSPORT, WATER EQUIPMENT, SHELTER SUPPLIES REQUESTED AT GENEVA CONFERENCE LARGELY UNMET. FUEL AND SPARE PARTS REMAIN OF CONCERN AND RAIL DELIVERY TO WEST STILL NOT RESTORED.

DARFUR: OVER 50,000 DISPLACED PERSONS IN NORTHERN DARFUR AND ESTIMATED 263,000 IN SOUTHERN DARFUR. FOOD SHORTAGE EVIDENT WITH EVEN WILD FOODS BEING DEPLETED. DESTITUTION WIDESPREAD DUE TO PURCHASE OF FOOD AT INFLATED RATES.

KORDOFAN: LARGE SCALE POPULATION MOVEMENTS SOUTH AND EASTWARDS. MAJOR CONCENTRATION APPROX 28,000 AT EL OBEID IN CARE GOVT AND SUDANESE RED CRESCENT. NUTRITIONAL STATUS REPORTED LOW WITH LIKELIHOOD FURTHER DETERIORATION. IMMINENT DANGER OF STARVATION IN SOME AREAS.

CENTRAL REGION: STEADY EASTWARD MIGRATION INTO CENTRAL REGION OVER RECENT MONTHS. MANY EMPLOYED IN HARVESTING IRRIGATED SCHEMES WITH NO INTENTION OF RETURNING WEST, LEAVING ESTIMATED 300,000 DISPLACED PERSONS. AREA WEST OF WHITE NILE ALMOST DESERTED WITH DEAD ANIMALS, DRY WATER POINTS AND SEVERELY MALNOURISHED PEOPLE. EXISTING HEALTH FACILITIES CONSIDERED INADEQUATE.

EASTERN REGION: 30,000 BEJA TRIBESMEN ENCAMPED ALONG ROADSIDE SINKAT TO DERUDEB. SEVERE MALNUTRITION REPORTED AMONG 50,000 PEOPLE IN TOKAR. 100,000 BEJA TRIBESMEN REPORTED SEVERELY AFFECTED IN RED SEA HILLS DUE COMPLETE CROP FAILURE NORTH OF PORT SUDAN/KASSALA ROAD.

NORTHERN REGION: OVER 130,000 NOMADS SETTLED IN CAMPS BORDERING NILE FROM EL DEBBA TO SHENDI, MOSTLY FROM NORTHERN DARFUR, KORDOFAN AND RED SEA HILLS AS A RESULT OF LOSS OF MEANS OF LIVELIHOOD, POOR HEALTH, NUTRITIONAL, SANITATION AND SHELTER CONDITIONS.

2. NATIONAL AND INTERNATIONAL RESPONSE

DARFUR: USAID PROVIDING BASIC FOOD (GRAINS) THROUGH SCF (UK). SUPPLEMENTARY AND THERAPEUTIC FEEDING BY LRCS/SRC AND OXFAM.

KORDOFAN: USAID PROVIDING BASIC FOOD (GRAINS) THROUGH CARE. OXFAM/UNICEF NUTRITIONAL SURVEILLANCE AND DROUGHT MONITORING PROJECT SET UP WITH REGIONAL GOVT TO CONDUCT QUARTERLY RANDOM SURVEYS.

AAA) SUMMARY: PRESIDENT OF THE MILITARY COUNCIL HAS ASSUMED CHAIRMANSHIP NATIONAL HIGH COMMISSION FOR DROUGHT AND DESERTIFICATION, WHICH NOW INCLUDES MINISTRIES FINANCE AND PLANNING, AND AGRICULTURE AND IS BEING FURTHER STRENGTHENED TO IMPROVE DROUGHT RELIEF MANAGEMENT AND CO-ORDINATION. 1. EASTERN REGION - RED SEA PROVINCE.

1.1 SITUATION: 5 MAIN CAMPS FOR DISPLACED PERSONS IN DERUDEB, TAHANIYAN, SINKAT, NORTHERN TOKAR AND ASUTERIBA WITH TOTAL APPROXIMATELY 50,000 PEOPLE. IN SOUTHERN TOKAR OVER 20,000 SUDANESE AND REFUGEES COMBINED. PROVINCIAL SITUATION REMAINS CRITICAL (HIGH CHILD DEATH RATE, WIDESPREAD MALNUTRITION, SEVERE DEPLETION LIVESTOCK) BUT CONSIDERED MANAGEABLE COMING 3 MONTHS IN VIEW FOOD STOCK IN HAND OR PIPELINE AND DISTRIBUTION CAPABILITY.

1.2 NATIONAL/INTERNATIONAL RESPONSE: UNICEF, SCF (UK), OXFAM AND LRCS/SRC UNDERTAKING SYSTEMATIC AND CO-ORDINATED SURVEYS NUMBER AND NEEDS RED SEA HILLS POPULATIONS TO CONDUCT RESPECTIVE ONGOING FOOD DISTRIBUTION AND SUPPLEMENTARY FEEDING PROGRAMMES IN CONJUNCTION WITH WFP-MALT/FNA FOOD AID MANAGEMENT AND LOGISTICS OPERATION. 1. FOLLOWING IS BASED ON REPORTS RECEIVED BY UNDRO GENEVA AND ON RICSU FIELD INFORMATION FROM UNDRO DELEGATE:

SUMMARY: OVERALL SITUATION REPORTED UNDRO SITREP NO. 7 BASICALLY UNCHANGED. SERIOUS TRANSPORTATION PROBLEMS HAVE ARISEN KOSTI/ WESTERN REGION, IN PARTICULAR RAIL LINK KOSTI-NYALA, PRESENTLY THREATENED BY WASH OUT, THUS CAUSING HINDRANCE QUICK SHIPMENT GRAINS TO BUILD BUFFER STOCKS AT KEY DISTRIBUTION CENTRES BEFORE ONSET RAINS. NUMBER DISPLACED PERSONS BELIEVED TO HAVE REACHED 1.5 MILLION OF WHICH 50 PERCENT IN SOUTHERN DARFUR AND SOUTHERN KORDOFAN WITH POPULATION MOVEMENT STILL CONTINUING. HEALTH SERVICES REPORTED INADEQUATE ALL OVER, EMPHASIZING URGENT NEEDS BASIC HEALTH CARE, WATER SUPPLY, IMMUNIZATION PROGRAMME AND THERAPEUTIC FEEDING ALONG WITH INCREASED INPUTS SUPPLEMENTARY FOOD. DARFUR: GOVERNMENT ESTIMATES ABOUT 763,000 PERSONS, APPROXIMATELY 25 PERCENT TOTAL POPULATION NOW AFFECTED AND NUMBER FURTHER INCREASING. INFLATED FOOD AND FODDER PRICES CONTINUING.

KORDOFAN: GOVERNMENT ESTIMATES 1,268,000 PERSONS, 40 PERCENT TOTAL POPULATION AFFECTED WITH SOUTH KORDOFAN HARBOURING ESTIMATED 375,000 REFUGEES AND INFLUX FROM UPPER NILE REGION INCREASING. A POCKET OF 50,000 DISPLACED PERSONS LOCATED MAASKAR EL GABAL, NORTHERN EDGE EL OBEID.

NORTHERN REGION: NUMBER SPONTANEOUSLY SETTLED NOMADS REMAINS UNCHANGED WITH POOR HEALTH CONDITIONS PREVAILING. URGENT NEEDS MEDICAL ASSISTANCE AND SUPPLEMENTARY FEEDING.

CENTRAL REGION: THIS REGION FAST BECOMING MAIN CONVERGENCE POINT FOR MIGRATIONS FROM WESTERN, EASTERN AND PARTS SOUTHERN REGIONS AND NOW HAS ESTIMATED 500,000 DISPLACED POPULATION WITH INADEQUATE HEALTH FACILITIES CONTINUING.

GENERAL SITUATION

1. ACCORDING TO LATEST ASSESSMENT, FIGURES OF DROUGHT AFFECTED POPULATION TOTAL 8.4 MILLION PEOPLE. PRECISE FIGURES OF DISPLACED PERSONS NOT KNOWN. AT LEAST 500,000 OUT OF RECENTLY ESTIMATED 1,795,000 HAVE RETURNED TO THEIR VILLAGES FOR THE PLANTING SEASON. TOTAL INTERNATIONAL AID CEREAL REQUIREMENTS OF 1.4 MILLION MT FOR THIS YEAR FULLY MET. WFP REPORTS ESTIMATE FOOD STOCK IN PORT SUDAN AT 376,000 MT, 3,043 MT AWAITING DISCHARGE. PORT STILL CONGESTED BUT WAITING TIME FOR UNLOADING REDUCED TO 2 DAYS. CROP PROSPECTS PROMISING. TRANSPORT RATES, THOUGH STILL MUCH HIGHER THAN NORMAL, HAVE STARTED TO DECREASE, EXCEPT FOR DARFUR AND KORDOFAN.

2. LASTING HEAVY RAINS ALL OVER SUDAN CAUSING INCREASED NUMBER OF SEVERE GASTROENTERITIS CASES IN KHARTOUM, OTHER URBAN CENTRES, VILLAGES AND REFUGEE CAMPS IN ALMOST ALL REGIONS. DETERIORATION IN WATER QUALITY, ESPECIALLY IN NORTHERN DARFUR AND NORTHERN KORDOFAN, IS CONTRIBUTING TO INCREASE NUMBER OF DISEASES SUCH AS DIARRHOEA. WHO/UNICEF IN COLLABORATION WITH MINISTRY OF HEALTH AND VARIOUS NGOS PROVIDING TECHNICAL ASSISTANCE, MEDICAMENTS.

3. HEAVY RAINS FROM MAY THROUGH AUGUST HAVE COMPOUNDED SERIOUS TRANSPORT PROBLEM. RAIL AND ROAD BRIDGES WASHED OUT, DRY RIVER BEDS FILLED WITH WATER. AIR TRANSPORT ALSO LIMITED BECAUSE SEVERAL AIRSTRIPS CLOSED OR FUNCTIONING SPORADICALLY. ALTHOUGH SUFFICIENT RELIEF GRAIN ARRIVING IN THE COUNTRY, MANY AREAS CAME CLOSE TO MASS STARVATION PARTICULALY DARFUR AND KORDOFAN, MOST SERIOUSLY AFFECTED BY PREVIOUS DROUGHT. SITUATION OF GRAIN DELIVERY MORE SATISFACTORY SINCE BEGINNING SEPTEMBER HOWEVER STILL ROOM FOR IMPROVEMENT OF DISTRIBUTION IN MOST AREAS.

REGIONAL SITUATIONS

4. DARFUR: USAID-FUNDED AND WFP-ORGANIZED AND MAINTAINED TRUCKING OPERATION ALONG NORTHERN ROAD ROUTE (800-900 MT PER DAY), SUPPLEMENTED BY EEC AIRBRIDGE AND EEC/LRCS LANDBRIDGE RESULTED IN MORE THAN 1,000 MT OF GRAIN DISPATCHED DAILY TO DARFUR IN AUGUST. SUCH QUANTITY COULD COVER REGIONAL NEEDS AFTER OVERCOMING DIFFICULTIES WITH LOCAL DISTRIBUTION. IN ADDITION TO EXISTING FLEETOF VEHICLES WHICH INCLUDES 25 TRUCKS FINANCED BY OPEC, 53 LORRIES RECENTLY DONATED BY ITALIAN GOVERNMENT AND 3 US HELICOPTERS, FURTHER TRUCKS, IMPORTED OR LOCALLY HIRED, NEEDED FOR DISTRIBUTION OF RELIEF SUPPLIES WITHIN REGION. SEVERE MALNUTRITION STILL PROBLEM. AREAS AROUND EL GENEINA WORST HIT. LRCS EXTENDED ITS RELIEF ACTIVITY IN SUDAN BY PROVIDING RELIEF/MEDICAL TEAM AND 400 CAMELS TO ASSIST BOTH REFUGEES AND LOCAL POPULATION IN BEIDA AREA (SOUTHERN EL GENEINA).

5. KORDOFAN: ALTHOUGH RAINS SUFFICIENT FOR NORMAL HARVEST IN MANY AREAS, FOOD ARRIVALS STILL CONSIDERED INSUFFICIENT TO COVER PRESENT NEEDS. LOCAL DISTRIBUTION HAMPERED BY DELAYED FUEL DELIVERIES AND RAINS. NUTRITIONAL SURVEY RECENTLY CONDUCTED BY OXFAM ESTIMATES THAT APPROX. 520 CHILDREN DIE OF MALNUTRITION EVERY DAY. PROPOSED CARE SUPPLEMENTARY FEEDING PROGRAMME FOR 500,000 PEOPLE STILL BEING ORGANIZED. DISTRIBUTION OF 4,425 MT SORGHUM AND MILLET SEEDS MET APPROXIMATELY 40 PERCENT OF TOTAL NEEDS OF REGION.

6. EASTERN REGION: DUE TO IMPROVED INFRASTRUCTURE AND PROXIMITY TO PORT SUDAN AREAS THIS REGION BETTER SERVED WITH FOOD SUPPLIES. EVEN SO GROUPS OF NOMADS TOTALLING ALMOST 300,000 DIFFICULT TO SUPPLY. RECENT WFP INITIATIVES HAVE IMPROVED SITUATION.

7. CENTRAL REGION: DISTRIBUTION OF BASIC FOOD HAS STARTED IN ALL THREE PROVINCES (WHITE NILE, BLUE NILE AND GEZIRA) WITH SUFFICIENT QUANTITY UNTIL NOVEMBER. STORAGE CAPACITY IN KOSTI INCREASED AND MORE FOOD NOW PASSING THROUGH KHARTOUM. ALTHOUGH 28,000 MIGRANTS ARE REPORTED BY GOVERNMENT TO HAVE RETURNED TO KORDOFAN, KHARTOUM AND OTHER URBAN AREAS STILL FACING UNADRESSED AND GROWING PROBLEMS DUE THIS INFLUX INTER ALIA IN HEALTH, SANITATION, CHILD VAGRANCY.

8. SOUTHERN REGIONS: RELIEF ACTIVITIES IN SOUTH HAVE BEEN HINDERED BY WORSENING SECURITY SITUATION.

ONGOING RELIEF OPERATIONS

9. FOOD AID: ACCORDING TO WFP REPORT OF 17 SEPTEMBER 1985, DURING PERIOD NOVEMBER 1984-SEPTEMBER 1985 1,414,000 MT FOOD ARRIVED IN SUDAN FOR ALL CATEGORIES (RELIEF, REFUGEE, COMMERCE, ETC). SUFFICIENT QUANTITY OF GRAIN, DELIVERED OR PLEDGED, TO COVER NEEDS OF NEXT FIVE MONTHS, I.E. UNTIL NEXT HARVEST. DISTRIBUTION PROGRAMMES CONTINUING WITH CONCENTRATED EFFORT IN DARFUR AND KORDOFAN. SUPPLEMENTARY FOOD PLEDGES ARE SUFFICIENT IN ALL CATEGORIES TO SUPPLY 1.5 MILLION PEOPLE FOR EIGHT MONTHS. ON-GOING SUPPLEMENTARY FEEDING PROGRAMMES CURRENTLY BENEFIT ALMOST 300,000 SUDANESE.

10. HEALTH OPERATIONS: SEVERE GASTROENTERITIS OUTBREAKS CONTINUE TO BE REPORTED IN NUMEROUS AREAS INCLUDING KHARTOUM, EL OBEID, NYALA, PORT SUDAN AND NOW MALAKAL IN UPPER NILE AREA OF THE SOUTH. UNICEF AND WHO TAKING STEPS TO COMBAT AND CONTROL SPREAD. STOCKS OF MEDICAMENTS HAVE BEEN ESTABLISHED IN VARIOUS PARTS OF THE COUNTRY. OXFAM/UNICEF NUTRITIONAL SURVEYS IN DARFUR AND KORDOFAN ARE CONTINUING WITH WIDESPREAD AREAS INCLUDING VILLAGES PREVIOUSLY SURVEYED TO PROVIDE COMPARABLE DATA. UNHCR REPORTS GASTROENTERITIS OUTBREAKS IN EASTERN REGION REFUGEE SETTLEMENTS AND RECEPTION CENTRES CONTAINED AND NUMBER OF CASES DIMINISHING.

11. WATER ACTIVITIES: IMPLEMENTATION HAS STARTED ON UNDP WATER PROGRAMME IN KORDOFAN REGION. WATER ACTIVITIES OF VARIOUS AGENCIES INCLUDING UNICEF, OXFAM AND CARE CONTINUE TO REQUIRE SUPPORT. WATER SUPPLY IN EASTERN REFUGEE SETTLEMENTS REMAINED GENERALLY ACCEPTABLE WITH SOME UPGRADING TO BE DONE. IN THE WEST, WATER INSTALLATION IS COMPLETED AT ASERNI CAMP AND OVERALL SITUATION OF WATER SUPPLY IMPROVING.

12. SPECIAL LOGISTICS OPERATIONS: MAIN PRIORITIES ARE TRANSPORT OF BASIC GRAIN AND LOGISTIC INPUT TO DARFUR AND ESPECIALLY KORDOFAN REGIONS. ESTABLISHMENT OF UN TRUCKING OPERATION FOR DARFUR REGION IS PROCEEDING AS PLANNED. WFP LOGISTICS TEAM IS BEING EXPANDED TO INCLUDE ENHANCED MONITORING CAPABILITIES. ROAD MAINTENANCE AND RECOVERY WORK CONTINUING. WFP ALSO PROVIDING TOTAL OF 400 MT OF FUEL TO SCF, OXFAM, LRCS AND MSF FOR OPERATION IN DARFUR AS WELL AS 900 MT ON LOAN TO EEC. EEC AIRLIFT CONTINUES WITH AVERAGE SIX FLIGHTS A DAY. NUMBER OF TRUCKS FOR LOCAL DISTRIBUTION, SUPPORTED BY THREE US HELICOPTERS, IS EXPECTED TO BE INCREASED WHILE THE TRANSPORT RATES INTO THE REGION HAVE STARTED TO DECREASE.

13. AGRICULTURAL/PASTORAL INPUTS: MID-JULY CONSIDERED BY SUDANESE FARMERS AS DEADLINE FOR PLANTING SEEDS. THEREFORE NO NEED FOR MORE SEEDS THIS SEASON. ALTHOUGH LARGE QUANTITIES OFSEEDS HAVE BEEN DISTRIBUTED IT IS IMPOSSIBLE TO DETERMINE AT THIS STAGE REAL TOTAL SOWN. REPLACING LOST LIVESTOCK WILL BE STUDIED SOON IN LIGHT OF RECOMMENDED GOVERNMENT POLICY.

14. GOVERNMENT OF SUDAN: FOLLOWING CHANGE OF GOVERNMENT OF 6 APRIL 1985, NEWLY ORGANIZED HIGH COMMITTEE FOR RELIEF AND REHABILITATION STARTED ITS ACTIVITIES WITH THE CHAIRMANSHIP OF THE PRIME MINISTER AND THE RELIEF AND REHABILITATION COMMISSION WITH YOUSIF LUTFTI AS COMMISSIONER. CURRENT RELIEF EFFORT FOCUSES ON TRANSPORT AND LOGISTICS.

15. SELECTED URGENT REQUIREMENTS INCLUDING UNHCR REVISED NEEDS WERE LISTED IN APPEAL LAUNCHED ON 2 AUGUST BY OEOA THROUGH UNDRO. FOR UPDATED REFUGEES REQUIREMENTS, REFER UNHCR LATEST PROGRESS REPORT OF 26 AUGUST CITING SHORTFALL US DLRS 14 MILLION FOR ITS EMERGENCY OPERATION IN SUDAN.

THIS REPORT IS ISSUED IN CONSULTATION WITH THE UNITED NATIONS OFFICE FOR EMERGENCY OPERATIONS IN AFRICA (OEOA).

GENERAL SITUATION

1. THE NUMBER OF AFFECTED PERSONS HAS REMAINED LARGELY UNCHANGED SINCE LAST MONTH AND IS LIKELY TO REMAIN THE SAME UNTIL FORTHCOMING HARVEST. MASS STARVATION HAS BEEN AVERTED BUT SEVERE MALNUTRITION STILL A PROBLEM IN MANY AREAS. IN THIS RESPECT UNICEF ESTIMATES TWO MILLION SUDANESE SERIOUSLY AFFECTED: 100,000-200,000 IN DARFUR, 200,000 IN KORDOFAN, 200,000 IN CENTRAL REGION, 300,000 IN EASTERN REGION, 20,000 IN NORTHERN REGION, 20,000 IN KHARTOUM AND ONE MILLION IN SOUTH.

2. SEVERE ACUTE GASTRO-ENTERITIS EPIDEMICS, OCCASIONALLY TRIGGERED BY MALNUTRITION, HAVE CONTINUED UNTIL LAST MONTH BUT ARE NOW SHOWING DOWNWARD TREND. HEALTH PROBLEMS SUCH AS MEASLES, WHOOPING COUGH, MALARIA AND OTHER PREVENTABLE DISEASES ALSO CONTINUE TO BE EXACERBATED BY FAMINE.

3. RAINS HAVE CONTINUED AND IMPROVED CROP PROSPECTS IN MOST AREAS OF THE COUNTRY. PRELIMINARY ESTIMATES VARY FROM 2.4 TO 5 MILLION TONS. LATEST FAO REPORT INDICATES PROSPECTS FOR AREAS PLANTED WITH SORGHUM AND MILLET HIGHER THAN FIRST ANTICIPATED. HARVEST OUTCOME SUBJECT TO CONTINUOUS MONITORING BY GOVERNMENT, UNEOS AND DONORS AND CURRENTLY ALSO UNDER REVIEW BY A TWO-MAN FAO CROP ASSESSMENT MISSION FOLLOWED BY A COMBINED FAO/WFP/DONOR FOOD SURVEY MISSION.

4. AS OF 22 OCTOBER 1985, 1,631,000 MT FOOD FOR ALL CATEGORIES (FAMINE RELIEF, COMMERCIAL, REFUGEES, DEVELOPMENT) HAVE BEEN PLEDGED FOR SUDAN SINCE NOVEMBER 1984. OF THIS, 1,475,000 MT ALREADY DELIVERED. WFP ALSO REPORTED THAT CURRENT FOOD AID STOCKS IN PORT SUDAN AMOUNT TO 338,000 MT, OF WHICH 203,000 MT FOR DROUGHT RELIEF, 77,000 MT FOR MARKET SALES AND 58,000 MT FOR REFUGEES. IN LIGHT OF IMPROVED DELIVERIES TO DARFUR AND KORDOFAN REGION, ONLY 100,000 MT EXPECTED TO REMAIN IN PORT BY 1 DECEMBER.

REGIONAL SITUATIONS

5. DARFUR: GRAIN DELIVERY REMAINED AT AVERAGE OF OVER 1,000 MT PER DAY. DISTRIBUTION WITHIN REGION MARKEDLY IMPROVED. SUDANESE AND REFUGEES IN SEVERELY AFFECTED AND ISOLATED VILLAGES IN EL GENEINA AREA SUPPLIED BY USAID/UNEOS HELICOPTERS AND CAMEL CARAVANS ORGANIZED BY LEAGUE OF RED CROSS AND RED CRESCENT SOCIETIES TOGETHER WITH SUDANESE RED CRESCENT. THESE EFFORTS ARE AUGMENTED BY UNEOS/ITALIAN 4-WHEEL TRUCKS. LRCS/SCF NUTRITIONAL SURVEY IN CAMP OF 1,000 CHADIAN REFUGEES IN BEIDA SHOWED 78 PERCENT OF CHILDREN LESS THAN 75 PERCENT WEIGHT FOR HEIGHT WITH BETTER RESULTS AMONG SUDANESE POPULATION IN SAME DISTRICT. SITUATION HAS SINCE IMPROVED. GREATER AVAILABILITY OF TRUCKS AND IMPROVED WEATHER CONDITIONS NOW ENSURES BOTH DELIVERY OF FOOD AND DISTRIBU TION IN COMING MONTHS. CROP SITUATION IN SOME PARTS NOT AS PROMISING AS THOUGHT. REGIONAL GOVERNMENT ESTIMATES NORTH DARFUR HARVEST TO BE 40 PERCENT OF NORMAL BECAUSE OF LACK OF SEED AND PATCHY RAIN SEASON. PASTURE LAND IS IMPROVING RAPIDLY, HOWEVER LOSS OF MORE THAN 50 PERCENT OF HERDS SUSTAINS POVERTY ESPECIALLY IN NORTH.

6. KORDOFAN: CEREAL DELIVERIES STILL ONLY 60 TO 70 PERCENT LOCAL NEEDS DUE TRANSPORT PROBLEMS. MANY REMOTE AREAS RECEIVING MUCH LESS. HOWEVER, SITUATION WHICH SIMILAR TO DARFUR REGION NOW IMPROVING. CROP PROSPECT FOR SOUTHERN PART MUCH BETTER THAN FOR NORTHERN. OXFAM/UNICEF SURVEY REPORTS DISTURBING NUTRITIONAL STATUS IN MANY AREAS. CONTINUED GENERAL DISTRIBUTION FOOD IN 1986 TO BADLY AFFECTED AREAS CONSIDERED NECESSARY.

7. EASTERN REGION: FOOD DISTRIBUTION WELL CO-ORDINATED. NUTRITIONAL STATUS RED SEA HILLS PROVINCE SUBSTANTIALLY IMPROVED WHERE 1985 HARVEST PROSPECT DESOLATE DUE SCARCE RAIN. LARGEST CEREALPRODUCING AREA ROUND GEDAREF THREATENED BY INFESTATION OF BORDERWORMS AND OTHER PESTS WHICH COULD SERIOUSLY AFFECT HARVEST. FLOODS FROM RIVER ATBARA HAVE CAUSED SIGNIFICANT DAMAGE TO REFUGEE CAMPS THIS AREA DURING SEPTEMBER CAUSING PROBLEMS OF ACCESS. RELIEF ASSISTANCE IN 1986 ALSO SEEMS NECESSARY DUE CONTINUED DESTITUTION OF NOMADS WHO LOST ALMOST ALL CATTLE - THEIR MAIN SOURCE OF SUBSISTENCE.

8. CENTRAL REGION AND KHARTOUM: GOOD RAINS AND HIGH LEVEL OF NILE RIVER MAKE HARVEST PROSPECT EXCELLENT. RAIN ALSO CAUSED FLOODING AND IN SEPTEMBER GOVERNMENT DECLARED A STATE OF EMERGENCY AFTER OVERFLOWING OF BLUE NILE RIVER IN GEZIRA AREA WHERE ABOUT 30 PERCENT CROPPED LAND HAD BEEN SUBMERGED. HOWEVER WATER RECEDED RAPIDLY IN RECENT WEEKS. FOOD TRANSPORT PORT HAD TO BE SECURED BY CAMELS AND TRACTORS. INCREASED CONCERN OVER CONDITION PEOPLE RECENTLY SETTLED IN SHANTY TOWNS OUTSIDE KHARTOUM WHERE ACCELERATED IMMUNISATION PROGRAMME NEEDED ESPECIALLY FOR CHILDREN. GOVERNMENT CONCERNED REGARDING THE FUTURE OF 60,000-80,000 DISPLACED PERSONS IN VICINITY URBAN CENTRES. REMEDIAL MEASURES UNDER CONSIDERATION.

9. NORTHERN REGION: HIGHER LEVEL OF NILE RIVER MAKES PROSPECTS FOR HARVEST GOOD WHERE SEED AVAILABLE. SOME SEEDED FIELDS WASHED AWAY. DISTRIBUTION FOOD SATISFACTORY.

10. SOUTHERN REGION: SECURITY SITUATION CONTINUES TO MAKE ANY BROAD BASED RELIEF PLAN IMPOSSIBLE. SMALL SCALE DISTRIBUTION OF NOMINAL DEGREE TO ACCESSIBLE AREAS ORGANIZED BY WFP, SUDAN AID AND NORWEGIAN CHURCH AID. FOOD AVAILABLE FOR INCREASED RELIEF OPERATION IF SECURITY SITUATION IMPROVES.

11. RELIEF AND REHABILITATION COMMISSION GAINING STRENGTH WITH UNEOS HAVING MOVED INTO SAME BUILDING DURING OCTOBER. UNEOS NOW CONSISTS OF THREE MAJOR UNITS: MANAGEMENT AND LOGISTICS, ROAD TRANSPORT OPERATION AND EARLY WARNING AND PLANNING. TO THESE ARE LINKED IMPORTANT SECTORAL ACTIVITIES RELATED TO HEALTH, AGRICULTURE, METEOROLOGY, COMMUNICATIONS AND DONOR AND VOLUNTARY AGENCY LIAISON. IN AID CO-ORDINATION MEETING ORGANIZED BY UNEOS ON 16 SEPTEMBER REPRESENTATIVES ALL UN AGENCIES AND NGOS APPROVED THE FOLLOWING:

WHEN PRACTICABLE ASSISTANCE MUST ALSO BE DIRECTED TO SOUTHERN REGION. FULL EXTENT OF ASSISTANCE EXPECTED FROM MAJOR DONORS REMAINS UNCLEAR, HOWEVER UNEOS AND NGOS ANTICIPATE FUNDING FOR TARGETED FEEDING PROGRAMMES IN NORTH DARFUR, NORTH KORDOFAN, CENTRAL REGION AND KASSALA DISTRICT. 1. PROGRESS IN MAIN CEREAL PRODUCING AREAS. FIRM CROP FIGURES WILL BE KNOWN IN DECEMBER AFTER FAO/WFP ASSESSMENT. NUTRITIONAL SITUATION COMPLICATED. WHILE SURPLUS OF ABOUT 1 MILLION MT OF GRAIN IS EXPECTED, ALMOST 4 MILLION PEOPLE STILL FACING FAMINE CONDITIONS, BECAUSE CROPS HAVE FAILED IN LARGE AREAS PREVIOUSLY WORST AFFECTED BY DROUGHT AND LOCAL POPULATIONS HAVE NO PURCHASING POWER TO TAKE ADVANTAGE OF IMPROVED MARKET.

3. THE INCIDENCE OF SEVERE GASTRO-ENTERITIS HAS DECREASED AS EXPECTED. LEADING PROBLEMS WHICH CONTINUE TO REQUIRE ENERGETIC CONTROL MEASURES ARE DIARRHOEAL DISEASES, MEASLES, ACUTE RESPIRATORY INFECTIONS, MALARIA, MENINGITIS. WHO IDENTIFIED A NEED TO REHABILITATE TEN DISTRICT HEALTH SERVICES. THE SUM OF US DLRS 10 MILLION IS URGENTLY NEEDED.

4. WFP REPORTED AT THE END OF OCTOBER 1985: 1,631,658 MT OF FOOD HAVE BEEN PLEDGED FOR SUDAN SINCE NOVEMBER 1984. OF THIS, 1,475,516 MT ALREADY DELIVERED. IN NOVEMBER 1985, FURTHER 3,600 MT DELIVERED. CURRENT FOOD AID STOCKS IN PORT SUDAN STILL OVER 310,000 MT. WITH COMING HARVEST, DISTRIBUTION SLOWED DOWN OR CLOSED WHERE POSSIBLE TO CONSERVE STOCKS AT REGIONAL LEVEL.

REGIONAL SITUATIONS

5. DARFUR: EEC AIRBRIDGE CLOSED IN NOVEMBER AFTER CONSIDERABLE REDUCTION DURING OCTOBER. WFP ROAD REPAIR ON 1,900 KMS NORTHERN ROUTE COMPLETED. TRUCKS NOW MAKING KHARTOUM - EL FASHER IN THREE DAYS INSTEAD OF PREVIOUS FIFTEEN. APPROXIMATELY 17,000 MT OF AID FOOD REACHED DARFUR DURING OCTOBER. CROPS ARE CONFIRMED TO BE FAILING IN THE NORTH, WHILE TO THE SOUTH AND WEST OF EL GENEINA THEY ARE BEING DESTROYED BY PEST INFESTATION. LRCS IN ADDITION TO A MAJOR FOOD DISTRIBUTION PROGRAMME CONTINUED ITS EMERGENCY PROGRAMME FOR SOME 10,000 MALNOURISHED CHADIAN REFUGEES AND LOCAL SUDANESE POPULATION. UNICEF REPORTED CASES OF MEASLES, MALARIA, HEPATITIS AND SEVERE MALNUTRITION IN CAMP CLOSE TO CHADIAN BORDER.

6. KORDOFAN: DROUGHT AND RESULTING FAMINE IN LARGE PARTS OF NORTHERN KORDOFAN MAY BECOME AS SEVERE IN 1986 AS IT HAS BEEN THIS YEAR. RAINFALL HAS DECREASED AND THEREFORE HARVEST EXPECTED TO BE SMALLER THAN IN DARFUR. FOOD AID DELIVERIES IN OCTOBER APPROX. 15,000 MT. LOCAL DISTRIBUTION CONTINUED RELATIVELY SMOOTHLY. SUPPLEMENTARY FEEDING PROGRAMMES CONTINUE WITH GOOD RESULTS IN SOME CENTERS. SURVEYS TO ASSESS NEW AREAS IN NEED ARE UNDERTAKEN BY UNICEF IN FRAMEWORK OF ITS WIDE ACTIVITIES IN REGION.

7. EASTERN REGION: APPROX. 40,000 MT OF RELIEF GRAIN WAS DELIVERED TO KASSALA PROVINCE DURING OCTOBER. EXCELLENT HARVEST EXPECTED IN GEDAREF-MAIN DURA PRODUCING AREA, WHILE RED SEA HILLS PROVINCE WILL EXPERIENCE ALMOST TOTAL CROP FAILURE. EVEN IF WFP DISTRIBUTION PROGRAMME IN THIS PROVINCE HAS HAD A SIGNIFICANT IMPACT AND IMPROVED NUTRITIONAL STATUS IN MOST AREAS, A GREAT DEAL OF RELIANCE ON RELIEF PROGRAMMES IN 1986 IS INEVITABLE.

8. NORTHERN/CENTRAL/KHARTOUM: CONDITION IN THE CENTRAL REGION CONTINUED TO POINT OPTIMISTICALLY TOWARDS A GOOD HARVEST. PROBLEMS IN THESE THREE AREAS ARE BECOMING INCREASINGLY RELATED TO A POPULATION OF 'PERMANENTLY DISPLACED'. THESE GROUPS, INCLUDING NOMADS, ARE SETTLED IN NORTHERN REGION. OVER 45,000 DESTITUTE URBAN DWELLERS IN AND AROUND KHARTOUM AND OTHER GROUPS IN CITIES OF THE CENTRAL REGION ARE NOT RECEIVING FOOD ASSISTANCE. IF THE HARVEST IS NOT GOOD IN NORTHERN DARFUR AND NORTHERN KORDOFAN, THE NUMBER OF MIGRANTS CAN BE EXPECTED TO INCREASE. UNICEF REPORTED 19 PER CENT OF CHILDREN MALNOURISHED INCLUDING 4 PER CENT SEVERELY IN ONDURMAN CAMPS. PRELIMINARY REPORTS ON VAGRANT CHILDREN IN KHARTOUM INDICATE THAT MAJORITY CAME FROM WEST AND SOUTH. FAMILY ASSISTANCE AND REUNIFICATION PROJECTS ARE UNDER STUDY TO ENABLE THESE CHILDREN TO GO BACK TO THEIR FAMILIES.

9. SOUTHERN REGION: THE RELIEF ACTIVITY IN FAVOUR OF DROUGHT VICTIMS IN THE SOUTH IS HAMPERED AND THE NEED DEEPENED BY SECURITY PROBLEMS. DISTRIBUTION OF FOOD AND MEDICAMENTS IS INADEQUATE TO ALARMING REPORTS ON HEALTH CONDITIONS. SITUATION IN SOUTH IS UNDER ACTIVE CONSIDERATION AT THE HIGHEST LEVELS OF GOVERNMENT AND U.N. CONTINGENCY PLANS FOR SOUTH WILL BE AVAILABLE, SHOULD SECURITY IMPROVE.

RELIEF MANAGEMENT

10. MAIN FOCUS OF THE GOVERNMENT'S ACTIVITY STILL CONCENTRATED ON FURTHER DEVELOPMENT OF RELIEF AND REHABILITATION COMMISSION.

11. MR. W. PRATTLEY, SPECIAL REPRESENTATIVE OF THE SECRETARY-GENERAL AND HEAD OF U.N. E.O.S. VISITED GENEVA AT UNDRO'S INVITATION TO BRIEF REPRESENTATIVES OF MEMBER STATES, UN AGENCIES, INTERGOVERNMENTAL AND NON-GOVERNMENTAL ORGANIZATIONS ON THE RESULTS OF THE EMERGENCY OPERATION AND ON REQUIREMENTS FOR 1986. THE ESTIMATED US DLRS 178 MILLION IN CASH WOULD BE REQUIRED TO PURCHASE AND TRANSPORT 400,000 MT OF FOOD GRAINS WITHIN COUNTRY AND TO SET UP STORAGE FACILITIES. HE SAID AN ADDITIONAL US DLRS 80 MILLION WOULD ALSO BE NEEDED TO REHABILITATE HOSPITALS AND OTHER HEALTH FACILITIES.

12. UNEOS CONTINUES ESTABLISHMENT OF EARLY WARNING SYSTEM. DEVELOPMENT OF ELECTRONIC DATA PROCESSING UNIT AND INFORMATION UNIT, BASED ON PREVIOUS RICSU ACTIVITY, IS ALSO IN PROGRESS.

13. GENERAL AID CO-ORDINATION MEETINGS WERE HELD IN KHARTOUM IN OCTOBER AND NOVEMBER TO SEEK A REASONABLE CONSENSUS ON VARIOUS ISSUES RELATING TO FUTURE FOOD NEEDS AND STRATEGY. MEETINGS WERE ATTENDED BY MAJOR DONORS INCLUDING U.S. AND EEC, VOLAGS, BY REPRESENTATIVES OF MINISTRY OF AGRICULTURE, RELIEF AND REHABILITATION COMMISSION AND UN AGENCIES. THE NECESSITY OF 400,000 MT CEREALS FOR 3.6 MILLION OF POPULATION AND NEED OF STORAGE CAPACITY AND PREPOSITIONED FOOD STOCKS WERE GENERALLY ACCEPTED.

14. UN RADIO STATION IN KHARTOUM WAS TOTALLY DESTROYED AS CONSEQUENCE OF FIRE IN RADIO TRUCK ON 18 NOVEMBER. LOSS OF SPECIAL TRANSMITTERS, RECEIVERS AND TELEPRINTER EQUIPMENT, RECENTLY INSTALLED, CAUSED UNEOS DIFFICULTIES BOTH IN INTERNAL AND INTERNATIONAL COMMUNICATION.

NEW AND UNMET NEEDS

15. SUBSTANTIAL AMOUNTS OF MONEY, PERHAPS AS HIGH AS US DLRS 120 MILLION WILL BE REQUIRED TO FINANCE A 400,000 MT FOOD AID PROGRAMME FOR 1986. THIS INCLUDES COSTS FOR GRAIN PURCHASES IN SURPLUS AREAS, TRANSPORT, STORAGE AND DISTRIBUTION MANAGEMENT COSTS. A SPECIFIC BREAKDOWN OF THIS FIGURE IS CURRENTLY BEING CALCULATED, ESPECIALLY WITH REGARD TO STORAGE NEEDS.

16. FUNDS CONTINUE TO BE NEEDED FOR STORAGE, TRANSPORT AND MANAGEMENT OF EMERGENCY FOOD RESERVE OF 100,000 MT OF SORGHUM RECOMMENDED BY RRC/UNEOS AS AN INITIAL RESPONSE.
