Sudan, conflict - ETC Situation Report #29 Reporting period: May 2025

The WFP-led Emergency Telecommunications Cluster (ETC) was activated on 25 May 2023 to support the humanitarian response following the outbreak of conflict on 15 April 2023. ETC Situation Reports (SitReps) are produced monthly.

Highlights

• In response to drone strikes targeting Port Sudan from 03 May, the ETC initiated contingency planning to address potential disruptions to critical communications infrastructure. Emergency messaging and blackout protocols were developed and shared with partners through two adhoc ETC Working Group meetings on 14 and 21 May.

• Between 21–26 May, the ETC participated in a joint mission to El-Obeid alongside WFP and other partners. The mission assessed the condition of existing connectivity equipment and identified the IT needs of UN agencies operating in the area to guide potential ETC service expansion.

• The ETC conducted network optimization at key sites in Port Sudan, linking both the Resident Coordinator’s guesthouse and the inter-agency Community Feedback Mechanism (CFM) hub to the new WFP office network on 19 and 20 May.
