Sudan: Community Consultations for a Community Driven HNRP 2026

For the 2026 HNRP, the AAP WG led an extensive community consultation process, bringing together feedback from more than 3,400 community members and 145 community-based organizations to inform the plan and ensure that the humanitarian response in Sudan remains grounded in, and accountable to, affected communities.

Background and Context

Sudan continues to face a severe humanitarian crisis driven by ongoing conflict, widespread displacement, and the breakdown of essential services. Since the eruption of conflict in April 2023, millions have been forced to flee their homes, while communities struggle with extreme food insecurity, disease outbreaks, and heightened protection concerns. Core systems — including health care, water supply, education, and livelihoods — have been critically disrupted, leaving children and other vulnerable populations increasingly at risk.

Through community consultations across key states, the process ensures that humanitarian priorities reflect the voices, needs, and suggestions of the communities leading to an informed and community driven HNRP 2026.
