Sudan - Attacks on civilians and aid workers (DG ECHO, UN OCHA, DG ECHO Partners) (ECHO Daily Flash of 16 April 2025)

  • The Rapid Support Forces (RSF) launched attacks on Zamzam displacement camp (hosting some 500 000 IDPs) in North Darfur on 11 April, triggering intense clashes and resulting in catastrophic consequences for civilians.
  • Over 400 civilians were killed and homes destroyed after the RSF entered the camp. The RSF claimed control of Zamzam camp on 13 April.
  • RSF fighters stormed the primary health clinic run by partner Relief International (RI) and executed 10 staff, including the area team leader, IT, doctors and ambulance drivers. 30 RI staff remain unaccounted for.
  • Most of the population of Zamzam, approximately 400 000 people, fled following the attack. The majority went to El Fasher, which is facing siege-like conditions, while others are trying to reach Tawila. Humanitarian presence in Tawila is limited and even more so in El Fasher.
  • Protection of civilians and the urgency of scaling up collective efforts were key aspects discussed at the London Sudan Conference on 15 April. Commissioner Lahbib announced EUR 522 million in aid from the EU and its Member States for Sudan and the region in 2025.
