Sudan - Attacks against civilians (DG ECHO Partners, Médecins Sans Frontières (MSF), national media, Council of Ministers) (ECHO Daily Flash of 03 December 2024)

  • On 1 and 2 December, and for the first time since the conflict started, the Rapid Support Forces (RSF) fired over a dozen of missiles towards Zamzam camp in North Darfur. At least eight fatalities and 13 injured people were reported so far, as well as important displacements towards nearby localities.
  • The attacks are worsening the already disastrous humanitarian situation in the largest internally displaced persons (IDP) camp in Sudan, which hosts about a million people. Since July 2024, famine was officially declared in Zamzam camp, yet the camp remained out of reach from most humanitarian aid. While the humanitarian community finally managed scaling up its response, this escalation will jeopardise relief workers’ capacity to respond.
  • Médecins Sans Frontières (MSF) and DG ECHO partners present in the camp are trying to maintain services while ensuring safety and security of their staff.
  • As recalled in previous EU statements, failure to protect civilians and impeding safe humanitarian access are violations of international humanitarian law.
