The Sudan GBV (AoR)/UNFPA has developed this guidance note on the Safe Visibility and Controlled Sharing of GBV Referral Pathways in to support partners operating in sensitive and constrained environments.
In the current Sudan context, broadly publicizing GBV referral pathways may expose survivors, service providers, and frontline staff to increased risks, including stigma, retaliation, and operational interference. In line with the Do No Harm principle, this guidance outlines why a more cautious and context-specific approach to visibility is required.
The document highlights the current controlled access approach to referral information, including an access tree that defines different levels of information-sharing among trained actors such as case managers, designated focal points, and women-led organizations (WLOs). This aims to ensure that GBV service information is shared safely, confidentially, and only with those equipped to support survivors appropriately.
