Regional MEB Approach – as per CWG Decision November 2025
The CWG has endorsed a regional approach to MEB calculations and Transfer Values. The shift is based on consistent feedback from sub-national coordination forums and implementing partners that a single national MEB does not reflect price variations across Sudan. The regional model simplifies implementation while still reflecting significant geographic differences in cost of living.
The following five regional groupings are approved:
- Darfur (North, South, East, West, Central)
- Kordofan (North, West, South)
- Northern, River Nile, Khartoum, Al Jazirah
- White Nile, Blue Nile, Sennar
- Gedaref, Kassala, Red Sea
Special Transfer Values for markets in crisis will continue to be maintained separately where market functioning is significantly compromised.
Regional MEBs and TVs will be calculated using JMMI district-level MEB median totals aggregated to the regional level. State-level calculations remain possible and may be revisited if future monitoring shows that regional aggregation obscures inflation patterns.
